Summary Statement

This position oversees services statewide. The incumbent develops policies and standards. Responsibilities include studying clinical operations and revising existing services or developing new services to improve programs to enhance service delivery. This position also submits grant applications, manages any awarded grants, manages and directs the comprehensive community behavioral health programs, plans, develop and administers budgets involving state and federal funds, provides advisory and consulting services to schools, courts, hospitals, churches, welfare agencies, and/or other public/private agencies, participates with public and private hospitals, community agencies and facilities in various community behavioral health projects, develops and prepares reports relative to behavioral health program operations, goals, and objectives and related activities, and ensures the provision of quality programs through proper allocations of resources and monitoring.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this positions if the job requirements are met.

  1. Possession of a Delaware mental health license such as Licensed Professional Counselor of Mental Health (LPCMH), Licensed Clinical Social Worker (LCSW) or Licensed Psychologist.

Essential Functions

  • Manages and directs the comprehensive Community Mental Health Center Program.
     
  • Plans, develops and administers the clinic budget involving state and federal funds.
     
  • Provides advisory and consulting services to schools, courts, hospitals, churches, welfare agencies, and/or other public/private agencies.
     
  • Participates with public and private hospitals, community agencies and facilities in various community mental health projects.
     
  • Develops and prepares reports relative to the Community Mental Health Program Operations, goals and objectives and related activities.
     
  • Insures the provision of quality programs through proper allocations of resources and monitoring.

Job Requirements

JOB REQUIREMENTS for Community Mental Health Director
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  2. Three years experience in developing policies and procedures.
  3. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  4. Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
  5. Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.

Conditions of Hire
