  • Knowledge in developing contracts for procurement of goods and services including researching and writing specifications, analyzing bids, and recommending contract awards.

Essential Functions

Essential Functions for DTI Procurement Administrative Specialist (Casual/Seasonal)

  • Supports the procurement team that engages in procurement activities such as writing bid specifications, developing Request for Proposals (RFP) and Invitations to Bid (ITB), advertising for bid, and recommending contracts for award.
  • Manages a multi-system contract repository to ensure compliance with applicable contracts, policy, retention, and regulatory schedules.
  • Coordinates pre-bid, selection committee and other meetings to support the procurement team and records meeting events providing minutes in an error-free, efficient manner.
  • Intakes new procurement requests and takes part in the overall procurement workflow at all stages.
  • Assists with analyzing and interpreting technical aspects of bid specifications for goods, materiel, and professional and non-professional service contracts.
  • Supports users in resolving supplier relationship issues including but not limited to contract disputes, service complaints, and price discrepancies.
  • Other special projects and tasks as required.


Job Requirements

JOB REQUIREMENTS for DTI Procurement Administrative Specialist (Casual/Seasonal)

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Six months experience in coordinating office activities such as planning meetings or conferences, tracking workflows and follow up, composing meeting notes, establishing and maintaining filing or record systems, and directing and explaining services to the public or clients/customers
  • Six months experience in document processing activities which includes reviewing and evaluating records for completeness, resolving deficiencies, interpreting information, and tracking and monitoring in conformity with laws, rules, regulations, standards, policies and procedures
  • Six months experience in using standard computer software programs for word processing, spreadsheets or databases.
  • Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  • Knowledge with interpreting laws, rules, regulations, standards, policies, and procedures.

Conditions of Hire

Criminal background check: A satisfactory fingerprint based criminal background check administered by the Delaware State Police is required as a Condition of Hire.
