Summary Statement

The Contract Services Administrator oversees the Contract Administration group which is responsible for developing and executing construction contracts and professional services agreements for the Delaware Department of Transportation. The Contract Administration group initiates formal state and federal bidding procedures for the Department’s procurement of professional services, non-professional services, materiel, and public works projects. These procedures include public advertisement, selection, award, and contracting.

  • Possession of a professional public procurement or contracting certification and/or completion of related coursework or training.

Essential Functions

  • Manages the Contract Management Section responsible for administering Del DOT's programs for Civil Rights, DBE, public works contracts and professional services.
     
  • Participates in developing and setting Department schedules for public works projects and procurement of professional services.
     
  • Coordinates with legal counsel, Federal Highway Administration, Department engineers and other departmental staff in implementing solutions to controversial issues or issues of significant impact on schedules of public works projects; provides technical and administrative guidance.
     
  • Ensures departmental compliance with department, federal and state policies, procedures, regulations and laws governing area of responsibility.
     
  • Develops and implements new/revised policies, procedures and processes.

Job Requirements

JOB REQUIREMENTS for DOT Contract Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

 

  1. Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  2. Six months experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  3. Six months experience in developing policies or procedures.
  4. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  5. Knowledge of procurement services which includes purchasing goods and services in accordance with procurement procedures and contract specifications.
