Summary Statement

Solutions Integrators (SI) are part of the customer facing CTO organization. The SI role is primarily involved in the development of infrastructure and application software technology solutions for our agency partners. The SI has the mandate to optimize the delivery of business services at the enterprise level to realize the integrated (business/technology) strategy and ensure that individual agencies are receiving the necessary support to perform their functions. The SI drives alignment between strategic goals and key business and technology decisions. As such, the SI needs to have significant knowledge in subject matters pertaining to both IT and the business, and must have a thorough understanding of the business to identify its needs and create business solutions.

Solution Integration provides:

Delivery of solutions, compliant with the State of Delaware’s architectural framework; which include solution costs and a role in the development of applicable technical documents.

The SI leads the translation of the client business requirements into specific technology or process designs. The position requires significant knowledge across multiple technology verticals, platforms, processes or architectures, as well as broad knowledge of new technologies, and will include directing the design efforts of less experienced team members.

The SI will be responsible for presenting the solution to peers, DTI leadership and agency representatives (as needed).

The SI will normally be involved in the initial project stages (Ideation) and subsequently will fulfill a consultant role to ensure the solution is delivered as specified. The SI will act in harmony with current agency and DTI processes as well as those processes yet to be developed.

This role concentrates on the design of infrastructure and applications solutions including servers, storage, workstations, middleware, networks, and the physical facilities that support the applications and business processes required by the client. Included in the focus areas is the critical evaluation and selection of application software and software/hardware components of the infrastructure. The SI will adhere to the State’s Architectural Framework. In cases where the solution cannot be met under the existing framework, the SI will work with the ARB and/or technology domain organizations to bridge the gap.

Selective Requirement

Selective Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.

  • Applicant must have strong knowledge and understanding of IRS publication 1075 and how to utilize the requirements listed within the document to maintain security and compliance in the IT and business environments.

  • Possess a bachelor’s degree in business administration, IT or equivalent work experience.
  • Possess a minimum of 5 years' experience working with business units in a technical capacity.
  • Possess a minimum of 10 years of overall technology experience.
  • Possess a minimum of 3 years’ experience developing technical solutions.
  • Possess a minimum of 3 years’ creating/managing technical solution/design documents.

Conditions of Hire

Criminal background check: A satisfactory fingerprint based criminal background check administered by the Delaware State Police is required as a Condition of Hire.
