Summary Statement

The incumbent will supervise the DSAMH Training Unit and work closely with others across DSAMH.  Duties include: coordinating, planning, and overseeing the implementation of a training program for professional staff in the Division and private sector across the Mental Health and Substance Use service array.  The incumbent ensures the trainings provided reflect the priorities of the Division and Department to improve the quality of care for all those in the Substance Use and Mental Health system.  The incumbent ensures the trainings have the necessary Continuing Education Credit approval.

Essential Functions

  • Plans, develops and oversees the implementation of a training program for professional staff in the public and private sector to insure the provision of quality mental health, drug and alcohol services.
     
  • Coordinates and directs the development of new or modification of existing programs based on research, trend analysis and other forecasting measures.
     
  • Directs the statewide STEP program which includes working with Cabinet and Agency officials and departmental STEP representatives regarding program implementation, policies and problem cases.
     
  • Oversees the design and implementation of prevention programs to assist and guide community programs.
     
  • Designs and develops divisional public relations program.
     
  • Directs the work of professional and clerical staff.
     
  • Chairs or participates in various planning councils, task forces or other study groups.

Job Requirements

JOB REQUIREMENTS for Director of Community Planning Program Development & Training
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in training administration such as planning and establishing training priorities, implementing strategic initiatives, developing and implementing training programs and overseeing the development of training courses and materials.
  2. Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
  3. Six months experience in developing policies and procedures.
  4. Six months experience in managing budgets, grants or contracts.
  5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
