Summary Statement

The Director of the Division of Management Services (DMS) functions as a senior level administrator that reports to the Office of the Secretary of the Delaware Department of Health and Social Services (DHSS). The Division Director is responsible for coordinating and managing all  functions that are centralized across DHSS including fiscal, budget and revenue, contracts and procurement, information resources, human resources, labor relations, quality assurance, audit and recovery services and facility operations.  The Director is responsible for establishing a culture of excellent customer service to DHSS’ 11 Divisions and the Office of the Secretary. The Director must build and maintain effective working relationships with members of the Governor’s Office, the Office of Management and Budget, the Department of Technology and Information, the Department of Human Resources and other external stakeholders.

Essential Functions

  • Serves as a member of the DHSS Cabinet Secretary’s Executive Team requiring attendance and participation at various high-level leadership meetings.
  • Builds and manages a leadership team and their direct reports who can fulfil the mission and objectives of the division.
  • Serves as the liaison between DHSS and the Office of Management and Budget and the Department of Human Resources.
  • Serves as the DHSS change liaison for statewide centralization of information and technology services, while continuing to oversee the day to day operations on the department’s IT infrastructure.
  • Serves as the liaison between DHSS and the Department of Human Resources to ensure that centralized efforts are meeting the day to day needs of DHSS and that state human resources management processes are adhered by all of DHSS.
  • Works with the Office of the Secretary to set a strategic vision for the departments 3-billion-dollar operating budget and 3,500 employees.
  • Sets strategic vision for the capital budget and oversees management of the existing state- owned facilities, including security.
  • Leads Continuity of Operations Planning for DMS to be mobilized in the event of an emergency.
  • Ensures that DHSS operates within the framework of state government including compliance with state and federal regulations and reporting,  legislative oversight, merit rules, union contracts, budget epilogue, procurement laws, and privacy and security regulations and standards.
  • Oversees Audit and Recovery Management Services and Quality Assurance Units, which oversee federally required compliance and oversight to the public benefit programs.

  1. At least 5 years of experience at the executive management level in the public sector.

  2. At least 3 years of experience in managing & leading a large and diverse staff through subordinate supervisors.

  3. Demonstrated ability to create a culture of collaboration, accountability and transparency.

  4. Possess strong analytical, critical thinking and problem-solving skills.

  5. Must be able to demonstrate excellent listening skills and written and oral communication skills.
