Summary Statement

This Program Manager oversees managing the daily workload of the Wetlands and Subaqueous Lands Section’s permitting and technical review staff, providing technical review of program-generated documentation, and interacting with the public-at-large on technical and legal issues involving wetlands and subaqueous lands throughout Delaware.  This Section provides technical assistance to federal and state governments, non-governmental organizations, the general public and other DNREC programs.

Essential Functions

  • Plans, coordinates and oversees program implementation.
     
  • Provides technical direction and oversight for subordinates.
     
  • Recommends and drafts laws, rules and regulations applicable to assigned program areas.
     
  • Drafts grant applications and budget proposals; may participate in other specialized fiscal activities.
     
  • Manages staff personnel matters such as training, performance evaluation, hiring interviews, and making hiring recommendations.
     
  • Plans, coordinates and conducts meetings and workshops with other agencies and the private sector.

Job Requirements

JOB REQUIREMENTS for Environmental Program Manager I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Biology, Chemistry, Geology, Physics, Engineering, Environmental Science or related field.
  2. Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
  3. Three years experience in analyzing and evaluating data.
  4. One year experience in designing, planning, and overseeing the implementation of environmental/natural resources projects or program components while ensuring statewide or regional program goals are achieved.
  5. Knowledge of budget development which includes analyzing financial data and making long and short range plans and projections.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
