Summary Statement

This position performs the following duties for Delaware Department of Agriculture: investigate agricultural animal cruelty allegations, provide education to livestock owners to prevent animal neglect, respond to reports of stray livestock, enforce exotic animal regulations, work with law enforcement and prosecutors, capture and transport animals, respond to requests from a supervisor to provide emergency assistance when off-duty. This position has state-wide responsibilities.

Selective Requirement

Selective Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.

  1. Six months experience in the handling and care of farm animals or enforcement activities in accordance with animal welfare, laws, rules and regulations.
  2. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

Essential Functions

  • Conducts investigations, which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
     
  • Interviews or interrogates witnesses, complainants and others.
     
  • Verifies claims of alleged or probable violations.
     
  • Examines various records and documents in order to ascertain relevant information.
     
  • Gathers, controls and evaluates evidence.
     
  • Makes judgments after evaluating all available facts and recommends appropriate action.
     
  • Interprets and applies applicable laws, rules, regulations, standards, policies and procedures.
     
  • Prepares various investigative reports.
     
  • Testifies before boards, commission, administrative bodies or courts.
     
  • May conduct surveillance and undercover investigations.

Job Requirements

JOB REQUIREMENTS for Investigator II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. One year experience in conducting investigations which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
  2. One year experience in determining compliance with laws, rules, regulations, standards, policies and procedures.
  3. One year experience in narrative report writing.
  4. One year experience in civil, criminal or administrative proceedings.
  5. One year experience in providing testimony before boards, commissions, administrative bodies, or court officials.
