Summary Statement

The incumbent directs and manages the activities of the Delaware Division of Communications.  The Division of Communications is responsible for managing statewide emergency communication systems for all Delaware First Responders. This position provides technical direction to the Office of the Secretary and public safety agencies on the use of radio and emergency communications.   The incumbent also serves as Delaware’s SWIC (Statewide Interoperability Coordinator) which works with the Federal Office of Emergency Communications to ensure communications interoperability within Delaware and the region.

Preferred Qualification

  1. Education or experience in information technology, computer science, radio communications, or telecommunications.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of every job duty for any one position in the class.   • Direct and manage all aspects of the Division of Communications, most importantly the (LMR) Land Mobile Radio Systems.
  • Direct and manage all aspects of the operations and capital budget for the division.
  • Supervise staff in performance of all duties.
  • Implement and manage all policies and procedures as they directly relate to the operations of the State's two Land Mobile Radio communication systems.
  • Manage the 800MHz Technology Refresh initiative to complete the current system upgrade on schedule and on budget.
  • Advise the State’s regions & localities on strategic communications issues.
  • Manage staffing, contracting and budgets for the Division of Communications.

Applicants must have education, training and/or experience demonstrating competence in each of the following:

  1. Three years experience working with state and local  government institutions.
  2. Three years experience working with wireless communications technology and interoperability operations.
  3. Three years experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others

Conditions of Hire

A satisfactory background check including a fingerprint-based background check administered by the Delaware State Police is required as a condition of hire.
