Due to the current COVID-19 (coronavirus) outbreak, DTI has implemented temporary telecommuting arrangements for newly hired employees whose job duties are conducive to working from home. These arrangements are expected to be short term and will be monitored by DTI supervisors.

Summary Statement

Principal responsibilities include the planning, requirements, design, coding, testing, debugging, system integration, and documenting of software components of complex, multi-tier government systems.   Responsible for developing software for new programs from provided technical specifications, modifications to existing programs, and system integration of off the shelf Products.  Participates in customer meeting to define requirements. Prepares detailed estimates for project time, to meet prescribed functionality, in order to obtain approval to proceed. Tests and debugs programs for the delivery of quality applications. Creates system and user documentation. Monitors ongoing program and system performance. Generates ideas to improve system design and performance. Interacts will all internal/external teams and customers to ensure successful implementation.  

The Associate Software Engineer must be a fast learner with excellent communication and problem solving skills, and able to work with moderate supervision as part of a multidisciplinary team. 

The Associate Software Engineer must be able to work well with a diverse group of team members to deliver software solutions on time, on budget and within specifications.

  • Possess an associate degree in IT, related field or equivalent experience.
  • Possess technical experience to include the development of Client Server and web applications with specific experience in the full lifecycle development of object-oriented systems.
  • Possess a basic understanding demonstrated through education, certification and/or work experience of Python, Java platform, .NET platform, Cloud solutions, or mobile development and a familiarity with relational databases.
  • Possess education or work experience focused on software development, report creation, system development lifecycle and application support.

Conditions of Hire

Criminal background check: A satisfactory fingerprint based criminal background check administered by the Delaware State Police is required as a Condition of Hire.
