Summary Statement

Principal responsibilities include overall strategic and technical leadership of world class technical teams in an Information Technology environment, which focuses on strategic innovation, enterprise technologies, infrastructure, security, policies and procedures. Position is responsible for providing leadership and expertise in the development, implementation and management of DTI’s initiatives in support of the agency’s goals, mission and vision. Position promotes leading-edge thinking and develops innovative and best practice IT strategies that are aligned with business and government practices. Inspires and motivates staff by being a catalyst for visionary technology, creative problem solving, solution generation, implementation and teamwork.

Areas of responsibility include Delaware Government and K-12 networks including internet peering, firewalls, VPN, on-premise and cloud data center environments, enterprise phone support and associated critical network services. The Network Engineering team is responsible for engineering innovative, cost effective solutions that are consistent with evolving state agency and K-12 technology initiatives. The Director is responsible for coordinating support services and prioritizing agency and K-12 work with a focus on centralized delivery.

This position requires mastery of multiple disciplines in the technology field. Beyond technical acumen, the position demands in-depth knowledge and application of professional, leadership techniques, practices and theories. Strategic innovation and execution are critical to all State organizations both with regard to leadership and direct functional strategies that will impact Government, political subdivisions, constituents and customers. Skills gained through a history of successful implementations and leadership will be required to manage and direct staff across many technical disciplines.

This senior level position is responsible for the full life cycle of enterprise-wide hardware and software solutions and will assist in formulating and administering policies and procedures, including implementing long-range goals and objectives. The position requires high expectations of accomplishment and extraordinary strategic business and industry knowledge, ambition, talent, and people skills.

This position will report to a Chief level Officer on the Senior Management team.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • Customer engagement experience is preferred.

Job Requirements

JOB REQUIREMENTS for the DTI Team Director - Networking:

  • Possess a Bachelor’s degree in Computer Science, Information Systems or business-related field.
  • Possess Cisco CCNA/JNCIA level certification or equivalent.
  • Minimum of 4 years in senior leadership managing a highly technical engineering team.
  • Minimum of 6 years hands-on expertise in managing the design, implementation and support of large-scale enterprise or service provider networks. 
  • Possess experience in Strategic planning.
  • Experience in writing RFP’s and budget management.
  • Experience with and knowledge of key hardware & software vendors - Arista, Ciena, Cisco, EMC, Fortinet, Juniper, Meraki, Microsoft, Red Hat, Splunk, VMware etc.
