Summary Statement

The incumbent in this position will be responsible for analyzing and auditing financial data for the Financial Accountability Performance Measures required by Delaware's Home and Community Based Waiver Program for people with intellectual and developmental disabilities.  Duties include: analyzing the Division's monthly expenditures, analyzing the Division's monthly Medicaid billing/revenue, and supporting contract administration and contract compliance activities.

Essential Functions

  • Compiles and analyzes financial information to support budget development.
     
  • Analyzes payroll information to assist in the development of staffing plans.
     
  • Provides analysis of programmatic impact on the agency's budget.
     
  • Works with division management/fiscal to review, prepare and monitor each division's budget.
     
  • Monitors and analyzes various legislation to determine possible impact on department's overall fiscal position.

Job Requirements

JOB REQUIREMENTS for Fiscal Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in accounting using Generally Accepted Accounting Principles (GAAP). 
  2. Six months experience in compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  3. Six months experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  4. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  5. Six months experience in narrative report writing.
