Introduction

Delaware Health and Social Services (DHSS) is seeking a self-motivated candidate to lead an exciting new nursing recruitment pilot program. This fast-paced opportunity will include duties such as: establishing new and effective nurse recruitment and retention processes to significantly reduce nursing-related staff vacancies; partnering with nursing leadership in 6 divisions, including 4 hospitals, to implement a host of improvement plans (under the general direction of DHSS Human Resources); managing the day-to-day recruitment efforts for a population of 800 positions-including Registered Nurses, Licensed Practical Nurses, and Certified Nursing Assistants. This pilot program is scheduled through at least June 30, 2019.

Summary Statement

Scope of work:

The Nursing Recruitment Manager will partner with DHSS nursing leadership state-wide, to develop business-specific strategies to reduce the vacancy rate, reduce the time-to-fill, and improve retention. Working in collaboration with the Department of Human Resources centralized Talent Acquisition Group, and under the direction of DHSS Human Resources leadership, the Nursing Recruitment Manager will develop and manage creative recruitment marketing strategies and sourcing plans. Together they will audit their processes and measure performance to determine the most efficient and effective methods for attracting and retaining qualified nursing talent, while meeting the ongoing nurse staffing needs of the State-wide health care facilities. This position includes statewide travel with a state vehicle.

Ideal Candidate:

The ideal candidate will meet the following criteria:

1.  Possess, or be eligible for a Delaware registered nuring license.
2.  3 years or more nursing experience within a variety of nursing assignments.
3.  Knowledge of nursing or healthcare recruiting experience.
4.  Strong oral and written communication skills.
5.  Demonstrated computer competency and ability to use Microsoft Office Suite software.

Essential Functions

Under the general direction of the HR Director the incumbent will develop and manage a full life-cycle of recruitment and retention including:

  • Plan, develop, and implement recruitment and staffing strategies with special emphasis on creating effective pipelines and networks of well-qualified and diverse pool of candidates.

  • Oversee the nursing recruitment process to assure that departmental strategies are implemented in all divisions.

  • Analyze business needs and priorities and define aggressive and focused recruitment strategies leveraging synergy between divisions where advantageous.

  • Collect and analyze data on such factors as demographics, hiring activity, vacancy rates, and turnover rates—and generating regular status reports to leadership.

  • Network with external sources through such activities as job fairs, community events, conferences, and online resources such as employment websites, social media, communities and professional affiliations—promoting the State of Delaware as a great place to work.

  • Managing nursing recruitment communications within the department and externally through the State's employment website and through other processes to be developed.

Conditions of Hire

Pre-employment Drug Testing:  Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.
 
Criminal background check: A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
 
As a condition of hire you must possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving).
 
Upon a conditional offer, the applicant must underg a pre-employment base line two-step tuberculin skin test (TST) as part of the hiring process.
