Summary Statement

Incumbent maintains statewide responsibilities for effective and efficient Fleet Service operations for the State of Delaware. Responsibilities include development of Fleet administration standards, centralized rental operations, vehicle operating policies, preparation of annual budget, weekly reports, purchase and/or lease of vehicles, maintenance oversight, repair/replacement and disposal of vehicles. Strong computer and interpersonal skills along with excellent oral/written communication skills are a must. Fleet Services also maintains and oversees the employee funded ridesharing program.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Possession of a Certified Automotive Fleet Manager (CAFM) Certification from the Center for Professional Fleet Certification.

Essential Functions

  • Provides effective management of a major support service function(s).
      
  • Plans, assigns, reviews and evaluates the work of subordinate personnel.
     
  • Develops, prepares, justifies, monitors and controls the budget and contracts, e.g., vehicles, equipment, maintenance, goods, materials, professional and non-professional services, projects, etc.
     
  • Develops and implements policies, procedures, processes, systems and programs.
     
  • Ensures compliance with department, federal and state laws, rules, regulations, policies and procedures governing area(s)of responsibility.
     
  • Interfaces with a variety of people and all levels of management to provide technical assistance, guidance and training, interpretation and explanation of laws, rules, regulations, policies, procedures and processes, resolution of problems, ensure compliance, etc.
     
  • Represents the department/state on various policy level committees, groups and task forces, etc.

Job Requirements

JOB REQUIREMENTS for Manager, Support Services 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in managing support services such as mail operations, fleet management, commissary, laundry operations, food service operations, plant maintenance operations, graphics and printing, or materials management.
  2. Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  3. Six months experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  4. Six months experience in developing policies or procedures.
  5. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
