Summary Statement

Department of Technology and Information Senior Project Management (PM) Specialist will provide the project management expertise to allow for the successful implementation of Information Technology (IT) projects within the Delaware Department of Transportation.

The Senior PM Specialist may also provide supervisory or specialized project management expertise to allow for the successful implementation of all major IT projects within the State of Delaware.

Primary responsibilities include leading one or more projects at any given time and may involve supervisory management and/or specialization in a field, including Strategic Process re-engineering, Cloud implementations, and application and/or infrastructure upgrades.

Position will require an in-depth knowledge of industry and public sector methodologies for the successful implementation of major projects along with a proven track record for delivery of technical projects.

Position requires the ability to communicate and coordinate between multiple project teams and assist in conflict resolutions.

Position requires knowledge or experience with enterprise solution development.

The Senior PM Specialist must have experience managing the testing and UAT aspects of a project.

The Senior PM Specialist must have a working knowledge in preparation of project planning and various life cycle methodologies including Agile.

The Senior PM Specialist must have knowledge and experience with business process improvement methodologies.

The Senior PM Specialist must have a technical aptitude combined with the ability to interact with various levels of business users.

The Senior PM Specialist is highly organized, articulate, detail oriented, has highly developed business acumen, and is comfortable leading and delegating within a cross-functional project team structure.

Preferred Qualification

PMP or other information technology certification is preferred.

Experience in a project portfolio tool as well as project management process experience preferred.

Experience in implementation of Cloud technologies preferred.

  • Possession of a Bachelor’s Degree in an IT discipline or equivalent work experience. 
  • Minimum of 8 years’ experience in project management with 3 of those years in technical specialization.
  • Possess a demonstrated knowledge of development life cycle methodologies, the principles of project management, and the techniques of business process analysis and reengineering.
  • Possess knowledge or experience with enterprise solution development.
