The Delaware Department of Health and Social Services (DHSS) seeks to increase the number of applicants for clinical nursing positions by offering a recruitment incentive to eligible Advanced Practice Nurse, Nurse Consultant, Nursing Supervisor, Compliance Nurse, Registered Nurse, Licensed Practical Nurse, and Certified Nursing Assistant candidates in accordance with the DHSS Recruitment and Referral Incentive Program.

The program provides incentives as follows:

  • Recruitment incentives are based on the position classification as follows: $6,000 for Advanced Practice Nurses, $5,000 for Nurse Consultants, $5,000 for Nursing Supervisors, $4,500 for Compliance Nurses, $3,500 for Registered Nurses, $2,000 for Licensed Practical Nurses, and $1,500 for Certified Nursing Assistants.  Recruitment incentives will be paid in quarterly installments over the first year of hire and will begin after the first quarter of employment. New employees accepting this recruitment bonus must commit to two consecutive years of employment with DHSS.  You must be a new employee to the state to be eligible for this incentive.
  • Referral bonuses of $1,000 are available to current DHSS employees who refer new hires to the state in the following classifications: Advanced Practice Nurse, Nurse Consultant, Nursing Supervisor, Compliance Nurse, Registered Nurse, Licensed Practical Nurse, and Certified Nursing Assistant. Referral bonuses of $1,000 will be paid in quarterly installments over the first year of hire of the referred applicant. 

NOTE: This program is administered by the Department of Health and Social Services.  The program will run through June 30, 2021.  This program may be terminated by the State at any time.

Summary Statement

The Infectious Disease Nurse Consultant has the primary responsibility to develop, implement and evaluate strategies to detect and prevent infectious disease in Delaware generally, as well as high-risk settings.  Duties include: serve as a clinical resource for infectious disease and prevention epidemiologist, as well as health care providers, institutions and facilities seeking information; providing education for providers and patients; and conducting/facilitating trainings on infectious disease screening/diagnosis as needed.

Essential Functions

  • Provides expert nursing consultation in the specialty program to which assigned. Independently manages and provides direct care to a group of patients with needs in a specialty area.
     
  • Advises public health groups and members of the public health care team on matters related to nursing services and health care.
     
  • Analyzes nursing techniques and recommends modifications based on state-of-the-art technological knowledge. Serves as resource nurse and point-of-contact for a specialty area developing the overall nursing plan for maintaining current nursing practice in that specialty.
     
  • Assists public health nursing services in developing and carrying out staff education programs. Prepares educational materials and assists in planning and developing health and educational programs for community groups.
     
  • Provides assistance in developing guidelines and manuals for specific aspects of nursing services. Formulates standards of nursing practice in a specialty area and ensures quality assurance and compliance.
     
  • Prepares or furnishes data for articles and lectures and participates in surveys and research studies.
     
  • Conducts workshops, conferences, and seminars in the specialty and may be required to speak before special interest groups, community organizations, medical and health care groups, or the general public.
     
  • Prepares a variety of records, reports, and summaries in support of program planning, organization, implementation and evaluation.
     
  • May be required to train student nurses and other health care team members in the incumbent's specialized area of nursing.
     
  • May serve on a variety of committees, boards or commissions representing the Department as the expert in a specialized area of nursing.
     
  • Assigns, reviews and evaluates the work of staff assigned to specialty program, coordinates and may oversee the work of health care team members providing program services.

Job Requirements

JOB REQUIREMENTS for Nurse Consultant
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Masters degree or higher in Public Health, Epidemiology or related nursing specialty.
  2. Possession of a Delaware Registered Nurse license OR multi-state compact license.
