Summary Statement

A class incumbent is responsible for institutional security work administering the custody, security and discipline programs at a large correctional facility or in the Office of the Commissioner.

Essential Functions

  • Plans and directs the security, control and safety programs within an institution or oversees and coordinates the inspection, security, care and safety programs at all correctional facilities to ensure compliance with applicable laws, rules and regulations.
     
  • Inspects the institutions on a regular basis ensuring that institutional security and sanitation policies and procedures are adequate and being enforced.
     
  • Investigates and is responsible for reporting all irregularities and violations arising in any area of responsibility.
     
  • Assesses and evaluates effectiveness of institutional programs and makes recommendations for change as necessary.
     
  • Assists in the development of institutional policies and procedures and oversees implementation to ensure compliance by staff.
     
  • Participates in classification and treatment boards/committees and oversees inmate classification and subsequent assignment within the institution.
     
  • Coordinates the institutional security operations with the appropriate treatment programs.
     
  • May monitor the work of subordinates and evaluate their performance in light of institutional policy and procedures.
     
  • Prepares a variety of records, reports, and summaries in support of program operational effectiveness.

Job Requirements

JOB REQUIREMENTS for Correctional Security Superintendent
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. At least three years experience as a Correctional Lieutenant OR at least two years experience as a Correctional Staff Lieutenant OR at least one year experience as a Correctional Captain OR equivalent experience.
  2. Six months experience in correctional management which includes directing, coordinating and monitoring the daily operations of a correctional facility for security operations, administrative functions and institutional programs.
  3. Three years experience in ensuring compliance with security and safety standards for correctional facilities. 
  4. Six months experience in using an inmate classification system to classify inmates based on risk factors and treatment needs.
  5. Six months experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.

Additional Posting Information

Applicants may only apply if they are current permanent employees of the State of Delaware Department of Correction in a position covered by the Merit System who have completed their initial probationary period.

Appointees other than in-line promotions must successfully complete a Department training course in security and related areas prior to assignment.  This course is administered by the Department of Correction at the Employment Development Center.  Coursework includes physical, classroom and hands-on training.  Instruction is provided in the areas of inmate supervision, defensive tactics, riot control, weapons, report writing and emergency medical training.

Employees in a qualifying Correctional Officer (CO) series position will be eligible to retire after completing twenty-five (25) years of pension creditable State service, with at least twenty (20) of those years of pension creditable service in a CO series classified position at the time of retirement
