Summary Statement

This level is responsible for supervising and managing multiple programs and/or projects by heading up a major engineering section within the department. Provides technical expertise within fields of engineering development and maintenance.

This position supervises the Bridge Management Section which includes the following primary duties:

- Oversite for activities associated with the inspection of bridge, dam, and overhead sign structures

- Ensure that Delaware’s Bridge Inspection Program is compliant with FHWA National Bridge Inspection Standards (NBIS)

- Prioritization & generation of bridge work needs along with modeling and performance forecasting activities associated with the Statewide Bridge Asset Management Program

- Provide performance measure updates and assist with bridge work selection in order to meet established performance goals as part of DelDOT’s Asset Management Program

- Lead the effort for activities related to emergency response operations management for incident and weather-related events

involving bridge, dam, traffic signal, and overhead sign structures

- Review & update bridge inspection, load rating, superload permit, and bridge modeling & forecasting policy & procedure documents

- Conduct and lead quarterly meetings with Bridge Department to review existing bridge projects and to discuss new bridge condition findings and concerns

- Participate in regional/national collaboration with other State DOT’s, the FHWA, AASHTO COBS, and Universities regarding bridge inspection, maintenance, and load rating policies and procedures.

  • Drafts, develops and modifies engineering designs, plans and specifications.
     
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
     
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
     
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
     
  • Tests or evaluates materials, equipment, systems and facilities.
     
  • Plans and coordinates engineering projects.
     
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
     
  • Develops cost estimates for project time and materials.
     
  • Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS for Engineer Program Manager II (Department of Transportation Only)

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.

2. Three years experience as a project engineer in one or more of the discipline(s) of engineering shown below which includes managing engineering programs and projects.

    • Mechanical Engineering

    3. One year experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
