Summary Statement

The incumbent manages the Office of Telehealth which facilitates telehealth development in Delaware.  Responsibilities include:  development and coordination of specific health projects, providing direction to agencies on Telehealth operations, overseeing Telehealth coalitions and committees, assisting in procuring telehealth resources, interpreting laws and regulations, conducting training on Telehealth policies and protocols and the use of specific healthcare technology, coordinating activities and representing DHSS and the state in various settings on Delaware’s Telehealth initiative.

  1.  Knowledge of applying Telehealth Technology laws, rules, regulations, standards, policies and procedures.

Essential Functions

  • Develops, manages and directs operations of statewide health program(s); supervises staff, identifies needs, forecasts resources and personnel requirements, conducts fiscal monitoring, recommends hiring and firing, develops management operational systems and information system.
     
  • Plans, develops and implements new proposals, policies, projects and activities to address unmet health needs in program areas.
     
  • Coordinates public and private health services to reduce duplication of services, strengthen existing services and address the needs of the community. Evaluates existing programs.
     
  • Designs and directs surveys to determine problems and unmet health needs. Studies survey findings, analyzes information and makes recommendations.
     
  • Develops program strategies and protocols including standards of care with other health care providers.
     
  • Assists in developing proposals for contractual services, operating agreements, public and private grants.  Reviews projects bids and proposals. Recommends funding. May draft operating budget.
     
  • Trains, directs, supervises program staff on administrative and technical procedures.
     
  • May develop and provide in-service training activities for health professionals, community organizations, state and federal agencies, industry and others.

Job Requirements

JOB REQUIREMENTS for Public Health Treatment Program Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  2. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  3. Six months experience in developing policies and procedures.
  4. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  5. Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
