Summary Statement

This position reports to the Engineer Program Manager II and will assist in administering the National Pollutant Discharge Elimination System (NPDES) permit requirements.  Primary responsibility is to manage the BMP maintenance programs.  Additional responsibilities may include: coordinate stormwater retrofit and water quality improvement projects; develop policies, regulations, grants and agreements; oversee consultant agreements; and other job duties as necessary to ensure the Department remains in compliance with the MS4 and Industrial NPDES permits.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Six months experience in a National Pollutant Discharge Elimination System (NPDES) program or the design or construction of storm water management Best Management Practices (BMP's).

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
     
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
     
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
     
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
     
  • Tests or evaluates materials, equipment, systems and facilities.
     
  • Plans and coordinates engineering projects.
     
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
     
  • Develops cost estimates for project time and materials.
     
  • Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS for Engineer Program Manager I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  2. Six months experience as a project engineer in Civil Engineering which includes managing engineering programs and projects.
  3. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.

Conditions of Hire

As a condition of hire, if the applicant does not possess a valid Delaware Professional Engineering License, the applicant must agree as a requirement of employment to obtain a valid Delaware Professional Engineering License within 180 days of employment.

Pre-employment Drug Testing:  Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
