Summary Statement

This position is responsible for supervising professional, technical and support staff as well as private consultants including estimating manpower needs, scheduling and assigning work. The primary function of the position is the management of the Subdivision Process within the Development Coordination Section. Duties include final review and approval of all commercial entrance and subdivision streets on state maintained roadways assuring compliance with state/federal rules and regulations. Coordination with local land use agencies on development proposals.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Six months experience in preparing or reviewing subdivision street and entrance design.

 

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
     
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
     
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
     
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
     
  • Tests or evaluates materials, equipment, systems and facilities.
     
  • Plans and coordinates engineering projects.
     
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
     
  • Develops cost estimates for project time and materials.
     
  • Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS for Engineer Program Manager II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  2. Three years experience as a project engineer in Civil Engineering which includes managing engineering programs and projects.
  3. One year experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

Criminal background check: A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.

As a condition of hire, if the applicant does not possess a valid Delaware Professional Engineering License, the applicant must agree as a requirement of employment to obtain a valid Delaware Professional Engineering License within 180 days of employment.
