Summary Statement

The incumbent in this position is responsible for managing the community-based system of care (24/7) for the provision of services to individuals for mental health, substance abuse and gambling addiction services throughout the State of Delaware, including the most complex, who live with their family or in community-based settings and inpatient care. This includes system development, grants management, program monitoring and evaluation, responsibility for state run clinical programs (out-patient clinics, mobile crisis intervention teams, TASC programs and Medicaid Waiver programs). This position will also develop and administer budgets, grants and contracts involving state and federal funds and ensure the provision of quality programs through the proper allocation of resources while also developing short and long range plans for the management of resources required to operate the programs. Duties also include supervising case management staff in the development, implementation and monitoring of person-centered Plans of Care for each client enrolled in a DSAMH program while also ensuring that staff are trained and evaluated regularly to meet divisional requirements and ensure compliance with state and federal standards and regulations. The incumbent will be responsible for participating in interdisciplinary teams, representing the Division on a variety of meetings, teams and collaborative efforts internal and external to the Division and Department, as well as acting as a liaison with other agencies and programs to establish and monitor contracts and cooperative agreements.

Essential Functions

  • Directs home and community based services and supports for individuals with special healthcare needs, including the most complex, who are determined eligible for DHSS services; Develops and implements policies and procedures governing program operations.
     
  • Directs a unit of professionals who provide behavioral consultation to eligible consumers, along with transition coordination for individuals.
     
  • Provides oversight and direction to provider agencies that provide home and community based services.
     
  • Provides expert consultation and instruction in the development and implementation of individualized behavioral support plans.
     
  • Develops and administers budgets, grants and contracts involving state and federal funds; ensures the provision of quality programs through the proper allocation of resources.
     
  • Supervises case management staff in the development, implementation and monitoring of person-centered Plans of Care for each client enrolled in a DHSS Home or Community based federal program based on assessment of each individual’s strengths, preferences and support needs.
     
  • Ensures all community services staff providing direct services meet division training requirements.
     
  • Ensures the development and implementation of program and staff evaluations.
     
  • Participates on interdisciplinary team processes as necessary.
     
  • Represents Division on the Interagency Collaborative Team managed by the Department of Education.
     
  • Develops short and long range plans for the home and community based program and manages resources required to operate the program.
     
  • Establishes cooperative agreements with appropriate agencies and functions as a liaison with other agencies and programs.
     
  • Ensures that home and community based services are provided in compliance with appropriate state and federal standards and regulations.

Job Requirements

JOB REQUIREMENTS for Director DHSS Community Services
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Possession of a Masters' degree or higher in a Behavioral or Social Science or related field.
  2. Three years' experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  3. Three years' experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
  4. Three years' experience in developing policies and procedures.
  5. Three years' experience in managing and negotiating the use of resources, such as grants, budgets and contracts to achieve programmatic or organizational goals, and evaluating the effectiveness of the delivery of those services.
  6. Three years' experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
