Summary Statement

The incumbent will review feasibility and capability of system changes and/or enhancements due to user requests, user problems, and/or legislative mandates. The incumbent also provides support to the DELJIS help desk for issues requiring programmatic solutions. Duties include: monitoring the Delaware Criminal Justice Information System for availability, response time issues, and data issues; and assigning work to subordinates at the direction of the Director. The incumbent will also create maintenance requests, create program specifications and perform user acceptance testing.

Essential Functions

  • Reviews and approves/disapproves, at the discretion of the Executive Director, user requests in accordance with policies and procedures for system development and enhancement to determine capability and feasibility of changes with the existing operating system and if changes need to be accomplished through enhancement of the system's current information or development of additional databases.
     
  • Prioritizes and submits system enhancements/changes to DTI for programming.  Tests computer programs to ensure conformance to user needs and requirements.
     
  • Provides liaison among DTI staff, contractors and DELJIS staff and informs users regarding system operations problems, changes, corrections, enhancements and new features.
     
  • Establishes and coordinates schedule for system availability with DELJIS users and DTI data centers.
     
  • Conducts random sampling of various system activities to check response time.  Prepares a report of findings to Telecommunication Committee and Board of Managers.
     
  • Monitors DTI billing for maintenance and line/transaction charges.  Monitors telephone bills for usage and abuse.  Bills agencies for line charges and usages.
     
  • Prepares reports concerning system performance, activities, response time and expense/line charges.  Maintains records regarding system operations problems.
     
  • Supervises merit, non-merit and contractual staff. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.

Job Requirements

JOB REQUIREMENTS for DELJIS Operations Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in designing, developing and maintaining information systems.
  2. Three years experience in information system functional support which includes planning for informational needs to initiate system changes; developing user, operational and program documentation; coordinating, overseeing and participating in the testing of new/modified computer program enhancements by creating test data, analyzing the system's actions and determining critical system performance to ensure applications meet user needs.
  3. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  4. Knowledge of maintaining a criminal justice information system which includes communicating system operation problems; participating in the development of changes, corrections, enhancements and new features and determining the feasibility of changes.

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
