Summary Statement

This position manages and directs Canal District, one of the four maintenance districts within DelDOT.  Canal District consists of approximately 180 employees, and the boundaries are from I-95/I-495 south to the New Castle/Kent County line including the City of Newark.  This position participates in the budget preparation process and oversees the operating budget.  This position also develops long-range goals and objectives and analyzes performance measures.  This position also ensures that managers have the necessary resources to effectively manage operations.

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
     
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
     
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
     
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
     
  • Tests or evaluates materials, equipment, systems and facilities.
     
  • Plans and coordinates engineering projects.
     
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
     
  • Develops cost estimates for project time and materials.
     
  • Provides technical guidance and training to technical staff.

Job Requirements

 JOB REQUIREMENTS for Assistant Director of Transportation Engineering
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  2. Five years experience in developing, implementing, monitoring and managing multi-modal transportation programs and projects.
  3. Three years experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  4. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors
