Summary Statement

Incumbent is responsible for the screening, inspecting, acquisition and transportation equipment, property and vehicles made available by State and Federal agencies for distribution and sale to agencies, non-profits and the general public.  Incumbent must possess and maintain a CDL-A in good standing for the duration of employment.  Incumbent will maintain manual and automated inventory records and respond to customer inquiries as needed.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Locates, screens, inspects and evaluates Federal excess, surplus or reutilization property available through various programs, such as the State Surplus Property Program or the Reutilization Program.
  • Schedules visits to a variety of Federal installations, tracks down items needed by the State and arranges for acquisition of requested items.
  • Coordinates and/or prepares all paperwork necessary for property acquisition.
  • Arranges transport and/or picks up acquired property, securing all necessary transport permits; arranges for shipping and movement of large equipment.
  • Interfaces with Federal and other State agencies regarding the distribution, screening and sale of Federal property.
  • Maintains logs, records and accounts of transactions involving acquisition of Federal excess, surplus or reutilization property.
  • Drives heavy vehicles such as tractor-trailers and may load and unload equipment, vehicles and other property.
  • May maintain property and equipment inventories and coordinate equipment pools.

Job Requirements

JOB REQUIREMENTS for Surplus Properties Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in operating heavy vehicles such as tractor trailers, 1 1/2 ton and 2 1/2 ton trucks or similar equipment. 
  2. Six months experience in inventory control such as ordering, receiving, tracking, storing and handling inventory; disbursing materials, supplies and equipment.
  3. Six months experience in record keeping.
  4. Six months experience in applying laws, rules, regulations, standards, policies and procedures.
  5. Possession of a valid CDL Class A Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

Conditions of Hire

Pre-employment Drug Testing:  Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.

Functional Capability Evaluation:  Upon a conditional offer, you must take a Functional Capability Evaluation to assess your strength and agility to meet the physical requirements of the position.
