Summary Statement

This position will manage the Development Coordination Section within the Division of Planning. Responsible for working with local governments regarding proposed Land Use changes involving Federal, State and local government officials; subdivision review and traffic impact studies; oversees budget and operating funds; develop, revises and implements standards and regulations for subdivision streets and state highway access; manages the Corridor Capacity Preservation Program; reviews and provides technical comments on state development plans and manages operational and support staff.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Three years experience as a project engineer in Civil Engineering which includes reviewing, designing and evaluating site development plans.

 

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
     
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
     
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
     
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
     
  • Tests or evaluates materials, equipment, systems and facilities.
     
  • Plans and coordinates engineering projects.
     
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
     
  • Develops cost estimates for project time and materials.
     
  • Provides technical guidance and training to technical staff.

Job Requirements

 JOB REQUIREMENTS for Assistant Director of Transportation Engineering
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  2. Five years experience in developing, implementing, monitoring and managing multi-modal transportation programs and projects.
  3. Three years experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  4. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors

Conditions of Hire

As a condition of hire, if the applicant does not possess a valid Delaware Professional Engineering License, the applicant must agree as a requirement of employment to obtain a valid Delaware Professional Engineering License within 180 days of employment.

Applicants must be legally authorized to work in the United States.  DelDOT does not provide employment-based sponsorship.

Pre-employment Drug Testing:  Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.

Criminal background check: A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
