Summary Statement

An incumbent in this class is responsible for managing the receipt of annual revenues and the release of refunds and annual assessments, including directing the work of 6-8 staff members engaged in monitoring and accounting for the collection and disbursement of revenues; managing the receipt of over $2.2 billion in annual revenues and the release of over $380 million in refunds; and reporting and reconciling Revenue’s transactions in the State’s Financial System.

  • Manages assigned staff to achieve proper fiscal control of the State's revenues collected and
    disbursed.
     
  • Coordinates efforts to ensure the Revenue Accounting System is continually operational and problem areas are investigated.
     
  • Provides technical and administrative direction to the unit's operations including accounting and disbursements, optical character recognition, imaging and financial tellering.
     
  • Integrates revenue, tax and forecasting data with the central financial management system to expand/enhance the Delaware Financial Management System; contributes to the shared statewide financial data base system maintained at OIS.
     
  • Reviews changes in audit and collection policies to assure consistency with accounting policy and financial controls. Develops and administers financial control and reporting systems; recommends revisions and approves all policy and procedural changes related to the creation/processing of assessments, adjustments, returns, refunds and remittances.
     
  • Develops/reviews system development needs and priorities with managers and supervisors. Provides for the expansion and enhancement of systems capabilities to provide accounting and statistical reporting in support of tax policy analysis and economic forecasting.
     
  • Implements and manages specialized technologies used in service delivery i.e., optical character recognition, imaging, etc.
     
  • Ensures staff and other operating bureau personnel receive proper training in accounting policy, the Revenue Accounting System, and the interaction with the various systems.
     
  • Provides fiscal management information and reports to management for use in developing tax and fiscal policy and economic forecasting.

Job Requirements

JOB REQUIREMENTS for Revenue Accounts Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field OR one of the following certifications: CGFM or CPA.
  2. Three years experience in accounting using Generally Accepted Accounting Principles (GAAP).
  3. Three years experience in analyzing financial systems to identify accounting control risks and weaknesses, variances, trends and discrepancies.
  4. Three years experience in information system functional support which includes planning for informational needs to initiate system changes; developing user, operational and program documentation; coordinating, overseeing and participating in the testing of new/modified computer program enhancements by creating test data, analyzing the system's actions and determining critical system performance to ensure applications meet user needs.
  5. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
