Introduction

The mission of the Governor’s Advisory Council for Exceptional Citizens (GACEC) is to serve as the review board for policies, procedures and practices related to the delivery of services for all residents with exceptionalities or disabilities in Delaware from birth to death. The GACEC also serves as the state advisory panel for agencies providing educational services and programs to children (birth through age 26) in Delaware through the Individuals with Disabilities Education Act (IDEA). Summary Statement

This position is responsible for planning, coordinating and facilitating the goals, duties and activities of the GACEC and manage the administrative staff as well as interns and contractors. The incumbent will research, manage and provide the recommendations, promotions and proposals of state, federal, and local legislation, regulations, programs and policies to the Council, Governor, Secretaries, General Assembly, Councils and state and local agencies to effectively meet the needs of students with disabilities as well as persons with disabilities in Delaware. The incumbent interacts and maintains professional relationships with Legislators, Cabinet Secretaries, Division Directors and State Agency Personnel to effect legislative, regulatory and policy change; Develops position papers, policies and procedures on ways to improve or initiate better programs and policies for persons with disabilities . The incumbent provides testimony and analyses to the General Assembly and state agencies consistent with the councils statute and goals.

Essential Functions

  • Oversees daily operation of a small state agency without direct supervision.
  • Manages maintenance and upkeep of building and security system.
  • Plans for new and existing programs, directs and coordinates activities/phases of programs and implements necessary changes.
  • Develops new policies and procedures, updates or changes existing policies/procedures, translates changes to staff, trains staff, and relates review and data collection forms.
  • Supervises and monitors programs/services and staff productivity.
  • Modifies and/or implements operational methods and assume leadership in corrective action and/or error reduction planning.
  • Submits statistical reports, information and summaries on program and staff development and data systems information.
  • Reviews statistical and narrative reports, records and case histories prepared by staff to evaluate effectiveness of services provided.
  • Revises operating procedures which include workload assignment and staffing.
  • Recommends revision of policy and procedures to improve services.
  • Reviews and evaluates the work of staff, makes recommendations on hiring and disciplinary actions.
  • Instructs, advises and directs the implementation of policies and procedures. Evaluate and monitor their effectiveness and efficiency through review of administrative reports and program reviews.
  • Plans and manages interagency state and community collaboration to support Council goals and improve agency objectives.
  • Writes and provides testimony to the General Assembly and other statue committees consistent with the councils implementing statue in goals.
  • Navigates the legislative process to promote the passage and implementation of legislative initiatives consistent with council objectives which improve the lives of individuals with disabilities.
  • Develops position papers, policies, and procedures on ways to improve or initiate better programs and policies for persons with disabilities.
  • Monitors programs and services which impact individuals with disabilities . Modify and/or implement operation methods and procedures and assume leadership and corrective action planning to suggest ways to provide the best services, programs and policies for individuals with disabilities.
  • Prepares and/or oversees the preparation of various reports such as statistical, attendance, analysis of operations, program assessments, supervisory reviews and special reports upon requests.

Job Requirements

JOB REQUIREMENTS for Deputy Principal Assistant (Executive Assistant)
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Bachelors degree in relevant field or any combination of acceptable training and experience which has provided the knowledge, skills and abilities cited.

  2. Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.

  3. One year experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.

  4. One year experience in developing policies and procedures.

  5. One year experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

  6. Knowledge of budget management and control which includes  drafting and managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.

  7. Knowledge of federal and state legislative regulations and public policy processes. Including IDEA and ADA.

  8. Excellent written and oral presentation skills.

  9. Experience working with an organization which provides advocacy activities.
