Summary Statement

This position reports directly to the Director of the Division and is responsible for oversight of all facets of First State Financials (FSF), the State’s accounting system, including direct management of initiatives and special projects to enhance the system and related services provided to State agencies.  The position directly oversees the User Services Group consisting of trainers and service desk personnel, the Electronic Payments team responsible for supplier maintenance and the State’s purchasing card program and the FSF Manager that directly oversees the system’s module managers.

Essential Functions

Direct and provide oversight of the following:

  • All projects and image updates for FSF along with oversight of the FSF Manager ensuring completion of all system tasks and functions.
  • Oversee the Electronic Payments and User Services team providing PCard and vendor management, training and service desk functions.
  • Lead the State’s efforts in the development of a reporting solution to enhance the accounting and financial processes.
  • Communicate with Oracle and other States on issues and best practices for accounting system processes.
  • Assist the Director with planning relative to personnel, administrative functions, and department mission; promotes a work environment of mutual respect, cultural sensitivity and cultural competency; may act as backup to the Director of Accounting, when needed.
  • Provide supervision to subordinate staff and develop training plans for staff to ensure understanding of system modules and knowledge transfer.
  • Maintain compliance with State and Federal law and policies regarding confidentiality; and insure a safe and secure work environment.
  • Provide timely and responsive customer service to both internal and external customers.

  1. Possession of a Bachelor’s degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.
  2. Three years’ experience in governmental or not-for-profit accounting which includes analyzing, recording and reporting financial transactions for government organizations and interpreting Governmental Accounting Standards (GASB), Financial Accounting Standard (FASB) and Generally Accepted Accounting Principles (GAAP).
  3. Three years’ experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  4. Three years’ experience in developing financial policies and procedures.
  5. Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
  6. One year experience communicating and collaborating with various levels of a public sector or not-for-profit organization in a professional, clear, and concise manner.
  7. Three years’ experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of a diverse team.
