Summary Statement

A class incumbent determines monetary benefits of unemployment claims in a timely manner according to applicable laws, regulations and guidelines.

Nature and Scope

A class incumbent performs with supervision from the Unemployment Insurance Benefits Supervisor. Other positions reporting in at this level  includes Claims Examiners; Claims Clerks; and a Typist. This work involves reviewing claims submitted by the local offices to ensure compliance with federal and state program monetary eligibility guidelines and then calculating actual entitlement to benefits. The incumbent also assists the superior by training other unit personnel and by recommending and implementing changes in office procedures.  A significant aspect of this work is full responsibility for the transferring of wages to other states. The incumbent and the unit supervisor authorize and/or verify the data that is generated from this unit.

  • Review unemployment claims submitted by local office personnel against program eligibility requirements by comparing claims to applicable State and Federal guidelines.
  • Determine the amount of monetary benefits due claimants by assessing the earnings and calculating the amount of weekly benefits; authorize usage of this amount.
  • Assists the Unemployment Benefits Supervisor in interpreting State and Federal Unemployment Compensation guidelines and procedures regarding monetary eligibility determination to ensure consistent administration throughout the State.
  • Assist superior in the training of other unit personnel.
  • Correspond with employers to obtain the necessary information to make an eligibility determination.
  • Determine appropriate documentation needed to prove that additional benefits are due.
  • Control the proper flow of funds into appropriate program accounts by reviewing claims and identifying the need for ledger adjustments to correct program fund misallocations.
  • Recommend and implement changes in office procedures by evaluating the effectiveness of current practices.
  • Respond to telephone and written requests for information involving claims from claimants, employers, other state agencies, and local offices.
  • Enter data into computer to update master claim records.

Job Requirements

JOB REQUIREMENTS for Unemployment Insurance Benefits Technician
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in record keeping. 
  2. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data. 
  3. Six months experience in applying laws, rules, regulations, standards, policies and procedures.
  4. Knowledge of health or human services support such as interviewing clients and assessing personal, health, social or financial needs in accordance with program requirements or coordinating with community resources to obtain client services.
