Summary Statement

The class incumbent is responsible for managing all new construction/major renovation projects and for inspecting all correctional facilities to insure compliance with sanitation and safety standards.

  • Manages construction projects of 1.5-2.5 million dollars.
  • Responsible for approximately 50 contracts.
  • Manages project staff of 80 to 90 workers.

Nature and Scope

The class incumbent reports to the Chief Bureau of Industries and Services and is responsible for coordinating the facility design and engineering activities for construction and major renovation plans and for monitoring the development of bid specifications for supplies and equipment. The class incumbent coordinates the development of construction specifications with outside agencies. The incumbent coordinates with other agencies and/or conducts inspections of facilities to include pipes, water pumps, chlorination equipment housekeeping and food services equipment for compliance with sanitation standards and prepares reports of findings. The incumbent also advises the maintenance department on the proper methods of cleaning and repairing reservoirs, spring basins and wells. In addition, the incumbent is responsible for coordinating, with institutional Captains, security and tool accountability on all construction projects and for hiring, supervising and maintaining quality control of inmate workers. In addition, the incumbent reviews plans for and advises construction/maintenance personnel regarding the installation of septic tanks.

  • Manages the design and construction/renovation of correctional facilities; Monitors the development of bid specifications; Ensures quality work performed by inmate workers.
  • Coordinates tool accountability and maintenance of security standards.
  • Conducts and/or coordinates the conduct of sanitation inspections; Advises institutional management of deficiencies or code violations found.
  • Reviews, plans and provides advice for such projects as installation of septic systems, provides direction & advises in the methods of cleaning and repairing water storage facilities.
  • Hires, supervises and monitors the work of inmate workers assigned to construction projects; Reviews and approves time sheets and payroll.
  • Prepares various reports related to construction or inspection projects.

Job Requirements

JOB REQUIREMENTS for Correctional Construction Manager/Facility Inspector

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in construction project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of construction projects.
  2. Three years experience in interpreting blueprints, schematics or technical drawings.
  3. Six months experience in interpreting national and local building and fire codes.  
  4. Six months experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
