Description of Occupational Work

This class series uses eight levels of work in the Health and Human Services occupational group, Nursing Services occupational series and describes work in the field of registered nursing. Registered nurses may perform work in a variety of different settings such as the community, facilities, health centers, residential or similar environments. Registered nurses provide one or more of the following nursing services including but not limited to: direct care; assessments; nursing care plans; education on health issues; evaluation of health care facilities and agencies to ensure compliance with health care regulations; promotion and protection of the health of the entire population; prevention of illness, injury or disability; and /or facilitation of the delivery of health care services. Positions in this series require a Registered Nurse license issued by the Delaware Board of Nursing. In addition to the Registered Nurse license, positions at the Advanced Practice Registered Nurse level require an Advanced Practice Registered Nurse license in a specialty area.

Note:  The Registered Nursing career ladder incorporates levels I, II, and III. The Registered Nurse I level provides entry for hiring new employees into the class series but does not preclude hiring new employees at the higher levels. All positions allocated to the Nursing career ladder are classified at the III level (highest level in the career ladder).  To implement the career ladder, current employees are assigned to the level for which they meet minimum qualifications and promotional standards for those levels assigned to the agency.   Employees may be promoted through the career ladder in accordance with promotional standards. The promotional standards, a selection document under separate cover, set forth the criteria that define and describe the complexity of work required for advancement through the career ladder.

Essential Functions

Essential functions are fundamental, core functions common to positions in the class series and are not intended to be an exhaustive list of every job duty for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

  • Provides or evaluates direct nursing care.
     
  • Develops, implements and/or reviews nursing care plans.
     
  • Provides health care instruction and guidance to individuals, families, community groups and/or nursing home facilities in the management of their health care needs.
     
  • Maintains an effective working relationship with other members of the treatment team.
     
  • Prepares and submits records, reports, evaluations and forms. 
     
  • Participates in and make recommendations regarding quality assurance activities. 

Levels of Work

Registered Nurse I

This class describes the entry level of registered nursing work. Positions at this level report to a technical supervisor.

  • Receives close supervision in agency operations.
  • Receives on the job training.
  • Regular contacts are with individuals and/or their families, staff nurses, supervisory nurses and physicians.

Registered Nurse II

This class describes the full-performance level of registered nursing work. Positions at this level report to a technical supervisor. 

  • Receive less supervisory direction and assistance.
  • Make independent judgements in critical situations.
  • Provide technical guidance to lower level staff.
  • Regular contacts are with individuals, and/or their families, staff nurses, supervisory nurses and physicians. 

Registered Nurse III

This class describes the advanced level of registered nursing work. Positions at this level report to a technical supervisor.

  • Positions at this level are skilled in making independent judgements in complex situations.
  • May serve as charge nurse or team leader by delegating assignments and reviewing the work of staff.
  • Regular contacts are with individuals and/or their families, staff nurses, supervisory nurses, physicians, health care facilities, and other administrative staff. 

Nursing Supervisor

This class describes the supervisory level in the series. Positions at this level report to an administrative supervisor. 

  • Supervision is exercised over at least two or more merit full time positions. The elements of supervision include planning, assigning, reviewing and evaluating performance, training and recommending hire, termination and discipline. Supervision also includes responsibility for providing documentation to support recommended corrective and disciplinary actions, signing performance plans and appraisals and resolving informal grievances.
  • Provides adequate staff coverage to ensure the delivery of quality services to clients.
  • Contacts include staff nurses, physicians, health care agencies, and other administrative staff.

Advanced Practice Registered Nurse

This class describes Advanced Practice Registered Nursing either as a certified nurse practitioner or a clinical nurse specialist. Positions typically perform under the direction of an administrative supervisor.

  • Performs comprehensive physical examinations and preventive health measures.
  • Prescribes appropriate forms of treatment.
  • Orders and evaluates laboratory tests to identify and assess clinical problems or health care needs.
  • Provides education and counseling.
  • Plans and institutes health care programs in the community.
  • Identifies health care problems in a nursing specialty and develops/implements appropriate intervention of corrective programs.
  • Advises health groups and members of the health care team on matters related to nursing services and health care.
  • Contacts include health care providers, community groups and other administrative and program staff.

Assistant Nursing Director

This class is responsible for the overall management of the Nursing Department. Positions at this level report to a Nurse Director.

  • Supervision is exercised over at least two or more merit full time subordinate nursing supervisor positions. The elements of supervision include planning, assigning, reviewing and evaluating performance, training and recommending hire, termination and discipline. Supervision also includes responsibility for providing documentation to support recommended corrective and disciplinary actions, signing performance plans and appraisals and resolving informal grievances.
  • Identifies needs related to clinical nursing department; prepares budgeting recommendations and manages resources to meet needs.
  • Participates as a member of management negotiating team in contact negotiations involving nursing personnel.
  • Interprets goals and objectives of the Nursing Department to the professional staff.
  • Represents the nursing department on various committees.
  • Initiates, develops and implements new or revised nursing policies and procedures.
  • May participate in contract negotiation.
  • Contacts include staff nurses, supervisory nurses and other administrative staff.

Nursing Administrator

This class is responsible for policy administration and oversight of statewide community nursing health programs and nursing staff, for a large division, such as the Division of Substance Abuse and Mental Health or Division of Developmental Disabilities Services.   

  • Reports to a physician or other senior management level medical or health related official.
  • Supervision is exercised over at least two or more merit full time subordinate nursing staff positions.  The elements of supervision include planning, assigning, reviewing and evaluating performance, training and recommending hire, termination and discipline.  Supervision also includes responsibility for providing documentation to support recommended corrective and disciplinary actions, signing performance plans and appraisals and resolving grievances. 
  • Plans, develops, implements and manages community based nursing programs for a large division.  Works with other staff or outside resources in the development of programs or services which promote community health. 
  • Develops nursing policy, procedure and protocol directly or through subordinate staff.
  • Provides leadership to divisional nursing staff in professional and technical nursing areas.
  • Assures compliance with nursing related federal, state or other rules or regulations. 
  • Develops staffing strategy and manages recruitment for assigned nursing related positions.
  • Prepares budget for assigned areas of responsibility.
  • May draft legislation, develop media information and represent the division on statewide task forces and committees for nursing related initiatives.
  • Contacts include staff nurses, supervisory nurses and other administrative staff.

Nursing Director

This class is responsible for directing a nursing department for a hospital, residential or nursing home facility or Public Health.  Positions at this level report to an administrative supervisor.

  • Supervision is exercised over at least two or more merit full time positions.  The elements of supervision include planning, assigning, reviewing and evaluating performance, training and recommending hire, termination and discipline.  Supervision also includes responsibility for providing documentation to support recommended corrective and disciplinary actions, signing performance plans and appraisals and resolving informal grievances.
  • Directs all administrative aspects of a Nursing Department.
  • Assesses the needs of the Nursing Department and makes recommendations to administration.
  • Reviews and approves all nursing policies and procedures.
  • Directs all nursing programs and services.
  • Prepares office and special program budgets and oversees all expenditures for activities, resources and supplies.
  • Writes grant applications, develops working agreements and contracts with other State and private agencies to enhance and coordinate delivery of client services.  Prepares and analyzes cost reports and other statistical data.
  • Contacts include staff nurses, supervisory nurses and other administrative staff.

Knowledge, Skills and Abilities

The intent of the listed knowledge, skills and abilities is to give a general indication of the core requirements for all positions in the class series; therefore, the KSA’s listed are not exhaustive or necessarily inclusive of the requirements of every position in the class.

In addition to the above knowledge, skills and abilities, the Registered Nurse III requires: 

  • Skill in making independent judgements in complex situations.
  • Ability to plan, assign and review the work of staff.

In addition to the above knowledge, skills and abilities, the Nurse Supervisor requires:

  • Knowledge of the principles and practices of supervision.
  • Skill in directing the work of others to include evaluating team effectiveness and re-directing resources and adjusting priorities to meet team objectives.
  • Ability to provide leadership and motivate staff.
  • Ability to determine adequate staffing requirements, and adjust staffing patterns as needed.

In addition to the Registered Nurse I - III knowledge, skills and abilities, the Advanced Practice Registered Nurse requires:

  • Knowledge of nursing process principles, practices, and theory in the specialty area. 
  • Knowledge of specialized techniques used in examination, specimen gathering, venipuncture, cultures and immunization.
  • Skill in the application of specialized nursing health care services.
  • Skill in writing clear, complete, concise reports, records and summaries.
  • Skill in conducting assessment methods and techniques.
  • Skill in working effectively with a variety of professional health care providers.
  • Skill in the preparation of a variety of educational materials in a nursing specialty.
  • Ability to conduct workshops, conferences and seminars in the nursing specialty.
  • Ability to interpret laboratory findings.
  • Ability to promote and integrate the area of the nursing specialty into the community health and social services setting.
  • Ability to identify health care problems in a nursing specialty and develop/implement appropriate intervention or corrective programs.  

In addition to the above knowledge, skills and abilities, with the exception of the Advanced Practice Registered Nurse level, the Assistant Nursing Director requires:

  • Knowledge of the principles of management and administration.
  • Knowledge of budget preparation.
  • Knowledge of hospital programs, policies and procedures.
  • Skill in the organization and management of nursing services.
  • Ability to apply the laws, rules and regulations of collective bargaining agreements.
  • Ability to interpret goals and objectives; implement policy and procedures; evaluate service delivery for efficiency and effectiveness.

In addition to the above knowledge, skills and abilities, with the exception of the Advanced Practice Registered Nurse level, the Nursing Administrator requires:

  • Knowledge of the principles of management and community health program administration.
  • Knowledge of budget and contract management.
  • Knowledge of “best practice” clinical nursing techniques and community based health care and medical services, health care provider resources and client needs assessment and care. 
  • Skill in managing nursing based health programs or nurse services.
  • Ability to apply the laws, rules and regulations of collective bargaining agreements.
  • Ability to interpret goals and objectives; implement policy and procedures; evaluate service delivery for efficiency and effectiveness.

In addition to the above knowledge, skills and abilities, with the exception of the Advanced Practice Registered Nurse level, the Nursing Director requires:

  • Skill in management and administration

Job Requirements

JOB REQUIREMENTS for Nursing Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. At least three years experience as a Registered Nurse OR a Bachelors degree or higher in Nursing and at least two years experience as a Registered Nurse OR a Masters degree or higher in Nursing and at least one year experience as a Registered Nurse.
  2. Possession of a Delaware Registered Nurse license OR multi-state compact license.
  3. Knowledge of budget development which includes analyzing financial data and making long and short range plans and projections.
  4. Knowledge of developing policies and procedures.
  5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.

Nursing Administrator - Psychiatric Nursing

  1. At least three years experience as a Registered Nurse in Psychiatric Nursing OR a Bachelors degree or higher in Nursing and at least two years experience as a Registered Nurse in Psychiatric Nursing OR a Masters degree or higher in Nursing and at least one year experience as a Registered Nurse in Psychiatric Nursing.
  2. Possession of a Delaware Registered Nurse license OR multi-state compact license.
  3. Knowledge of budget development which includes analyzing financial data and making long and short range plans and projections.
  4. Knowledge of developing policies and procedures.
  5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.

Nursing Administrator - Developmental Disabilities Nursing

  1. At least three years experience as a Registered Nurse in Developmental Disabilities Nursing OR a Bachelors degree or higher in Nursing and at least two years experience as a Registered Nurse in Developmental Disabilities Nursing OR a Masters degree or higher in Nursing and at least one year experience as a Registered Nurse in Developmental Disabilities Nursing.
  2. Possession of a Delaware Registered Nurse license OR multi-state compact license.
  3. Knowledge of budget development which includes analyzing financial data and making long and short range plans and projections.
  4. Knowledge of developing policies and procedures.
  5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
