Summary Statement

Vocational Rehabilitation District Administrators manage and ensure the successful delivery of vocational rehabilitation programs and services that assist eligible individuals achieve greater independence through employment. Employees are primarily responsible for the performance and compliance of vocational rehabilitation operations and staff of an assigned district office. 

Nature and Scope

Employees in this class support the administration of an assigned vocational rehabilitation district office by planning, supervising, evaluating, and overseeing daily operations in alignment with goals and objectives. A significant aspect of work includes managing program and service delivery, budgets, and ensuring efficiency, performance, and compliance with agency, state, and federal laws, rules, regulations, professional mandates, and best practices. Work includes assuring the overall collaboration with employers to increase opportunities for work-based learning, on-the-job training, and apprenticeships to help clients obtain employment. Employees resolve escalated issues and challenges, are accountable for the proper training, development, and performance of staff, and represent the Division with community agencies and partners, medical facilities, educational institutions, and the legislature. Work also requires general knowledge of community resources to assist clients with accessing community resources to help overcome employment barriers and meet other related needs.

Employees in this class receive general direction and guidance from an administrative supervisor in terms of broad goals and objectives; the employee establishes the methods for achieving goals and objectives and manages daily operations.

Essential Functions

  • Manages an assigned district office by planning, supervising, evaluating, and overseeing daily operations, programs, and services and ensuring goals and performance measures are met.

  • Supervises two or more merit full-time positions, including Vocational Rehabilitation Counselors and other administrative and support staff. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.

  • Provides guidance and recommendations on case management, approves reports, and resolves escalated challenges in client progress or other issues.

  • Oversees case work for compliance and adherence to agency, state, and federal laws, rules, regulations, professional mandates and best practices, and monitors and approves the proper use of case service funds. 

  • Evaluates operations and performance of rehabilitation providers through quarterly reviews of services provided by community rehabilitation partners.

  • Makes recommendations and provides input in the development, revision, and implementation of division goals, objectives, programs, policies, and procedures, that facilitate efficiency, effectiveness, and compliance.

  • Assists in achieving cooperative working agreements with public and private organizations and monitors such agreements.

  • Participates in and cooperates with Federal and State audits, Federal Program Administration Reviews and special studies.

  • Acts as liaison with state and community agencies and related organizations. Represents the Division at meetings and conferences and acts as an advocate for clients.

  • Communicates and interacts effectively with diverse populations such as clients and their families, staff, law enforcement, court officials, social service agencies, and community resource contacts to resolve escalated issues and ensure effective district operations.

  • Uses automated case management system and computer software to research, review, analyze, document, and report on client information.

  • Performs other related duties as required.

  • Knowledge of a broad scope of disabling conditions, associated restrictions/limitations, and potential impact on employment capabilities for both adult and youth populations.
  • Knowledge of the principles and practices of vocational rehabilitation management including emerging trends and best practices.
  • Knowledge of the principles and practices of supervision.
  • Knowledge of program, policy, and procedure development, implementation, and evaluation.  
  • Knowledge of the functions and resources of community and related social service agencies.
  • Skill in applying advanced theories, methods, and techniques of vocational rehabilitation counseling including related case assessment, planning, and management for the most complex cases.
  • Skill in ensuring compliance of unit work with applicable best practices, laws, rules, regulations, standards, policies and procedures. 
  • Ability to resolve escalated issues and challenges.
  • Ability to analyze, interpret and explain regulations and policies to staff, clients and the public.
  • Ability to monitor and maintain records of expenditures.
  • Ability to provide professional development to staff.
  • Ability to establish and maintain effective working relationships with a variety of people.
  • Ability to communicate effectively both orally and in writing.

Job Requirements

JOB REQUIREMENTS for Vocational Rehabilitation District Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Rehabilitation Counseling, Social or Behavioral Science, Education, or related field.
  2. Three years’ experience in performing vocational rehabilitation work to assist eligible individuals achieve employment by providing services such as conducting comprehensive assessments, determining eligibility, developing rehabilitation plans, and coordinating or directly providing career counseling, training, or job placement services.
  3. Three years’ experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  4. Six months experience in evaluating case flow, priorities, and performance, and making recommendations for improvements.
  5. Coursework, training and/or work experience in staff supervision, which may include performing as a lead worker overseeing the work of others.
