Summary Statement

A class incumbent is responsible for administering an agency wide quality improvement program focused on Workforce Safety Development.  

Nature and Scope

A class incumbent reports to an Administrative superior and is responsible for developing, monitoring and evaluating the implementation of workplace/workforce safety policy, procedures and emergency functions including prevention, preparedness and response. An incumbent coordinates a departmental effort to ensure compliance with emergency preparedness and formally integrate safety-based practices and protocols into day-to-day operations.   

Essential Functions

  • Develop and implement quality improvement programs for State operated facilities related to safety and security policy and practice and emergency preparedness.
  • Develop and maintain audit and report schedules; analyzes, records, and reports data in accordance with program standards; prepares reports and recommendations consistent with program compliance and safety and security initiatives.
  • Develop and implement Workforce Safety program for state operated and leased offices occupied by Department employees.
  • Oversee the development and implementation of policy and procedures to establish parameters and guidance for safety and security in the workplace. 
  • Conduct training and provides technical assistance related to worker safety, workplace security, and emergency planning for Department staff and contractors.
  • Serve as the Department liaison with the Delaware Emergency Management Agency.
  • Facilitate a coordinated departmental effort to develop and maintain a comprehensive plan to maximize continuity of business operations in the event of a disruption.   
  • Assists in the development of service contracts and initiation of maintenance projects that support enhanced workplace safety and security; participates in lease negotiations.
  • Develop and oversee the activities of permanent and ad hoc workplace safety committees.
  • Investigate incidents of non-compliance and conducts special studies as requested by superiors.

Job Requirements

JOB REQUIREMENTS for Workforce Safety and Support Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years’ experience in the design, implementation and monitoring of quality assurance and program compliance.
  2. One year experience in program administration such as development, implementation, evaluation, and planning based on program goals and objectives.
  3. Six months’ experience developing policies and procedures.
  4. Six months’ experience interpreting laws, rules, regulations, standards, policies and procedures.
  5. Six months’ experience in narrative report writing.
