Summary Statement

A class incumbent is responsible for directing and managing the operations and activities of a large state psychiatric hospital or a long-term care or residential facility.

  • Annual operating budget:  20-23 million.
  • Supervises a staff of 300-800 employees.

Nature and Scope

A class incumbent reports to the facility director and is responsible for the administration of patient revenue, budget and fiscal and all support services. An incumbent may also oversee the personnel function as well.  An incumbent administers, directs and coordinates the business and service support functions necessary for the provision of appropriate care and residential, medical and/or psychiatric treatment of patients.  Incumbent oversees the daily operation of the hospital and guides the development of operating policies in each area establishing goals and objectives.  Incumbent develops long range fiscal plans and immediate financial goals for each area of responsibility.  A significant aspect of this work is the implementation of proper quality control procedures in order to ensure compliance Federal and State regulatory licensure, certification and accreditation standards and requirements.

Essential Functions

  • Oversees the daily operation and activities of administrative services, food services and other support services, institutional security and grounds and physical plant maintenance.
  • Supervises administrative functions such as legal services, volunteer services, communications and records management.
  • Develops recommended policies and procedures; implements and monitors the effectiveness of policies, procedures and programs; recommends and implements changes as required.
  • Prepares operating and capital budget, monitors contracts and ensures operation within budgetary constraints.
  • Prepares various records and reports describing statistical, fiscal and personnel data of the facility.
  • Attends meetings, conferences and seminars and participates in hospital committees involved in quality assurance, infection control, etc.
  • May supervise the personnel-management functions for the facility.

Job Requirements

JOB REQUIREMENTS for Hospital Administrator II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in health care facility administration which includes administering, directing and coordinating the business and service support functions necessary for the provision of appropriate health care.
  2. Three years experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  3. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  4. Six months experience in interpreting licensure, certification and accreditation standards.
