Nature and Scope

A class incumbent performs with general direction from the Division Director, Industrial Affairs and is responsible for planning, developing, setting policy and implementing a state wide Safety and Health Consultation Program.  Work includes formulating goals and objectives, interpreting federal standards, staff supervision and training and coordinating program activities with Federal Occupational Safety and Health officials.  The incumbent in this class participates with other administrators in providing advisory services to representatives of industries, businesses, and/or employee groups.  Work includes public education, along with state initiated cooperative activities aimed at increasing employers' awareness and knowledge of safety and health principles and applicable regulations with US OSHA.

  • Plan, develop, set policy and implement a statewide Safety and Health Consultation Program to include defining and setting the parameters of intervention strategies to provide employers with a service that meets their needs, reviewing the status of the state' s high hazard employers injury and illness rates and targeting specific areas for intervention and providing on-site formal classroom training to employers in safety and health. Develop or revise, and implement internal procedures, goals, systems, and forms as needed to meet department, regional and national objectives.
  • Supervise and train employees so as to insure compliance with organizational guidelines and continuing professional competence. Monitor activities and review/recommend training for both competence and career advancement.
  • Prepare reports and position papers for review by Director, Secretary of Labor and US OSHA. These may include special federal/state cooperative venture status and completion of reports in addition to periodic project performance reports.
  • Administrative office duties which include monitoring of personnel, reconciling budget activities, and grant compliance.
  • Plan and implement a public relations program to encourage employer participation in creating safety and health programs within their companies. Write informational newsletter on safety issues which is distributed department-wide. Represent Department and Program by presenting to groups through out the state.
  • Respond to federal government inquiries in the form of reports, correspondence, recommendations, cost analysis, and forecasts.
  • Act as instructor on safety and health issues in departmental training courses.
  • Make discrimination referrals to Federal OSHA if it is suspected that employer has discriminated against an employee because of a safety complaint.

Job Requirements

JOB REQUIREMENTS for Administrator Occupational Safety and Health
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in conducting health and safety inspections to identify hazards or deficiencies.
  2. Three years experience in toxicological, physiological and other factors affecting health and safety.
  3. Three years experience in interpreting occupational safety and health laws, rules, regulations, standards, policies and procedures.
  4. Six months experience in presenting training courses which includes using a variety of training methods such as lecture, structured exercises, role play or group discussion as well as the use of training materials such as overheads, PowerPoint, handouts or videos.
  5. Six months experience in narrative report writing.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
