Summary Statement

The incumbent is responsible for planning/managing equipment, facility resources, contracts and roadway maintenance within Delaware's expressways system (I-95, I-495, Delaware Turnpike, and SR-1).

  • Supervises, through multiple subordinate supervisors, 80+ positions.

Nature and Scope

The class incumbent reports to an Assistant Director, Transportation Engineering and is responsible for managing Delaware's expressway maintenance operations. Responsibilities include policy and procedure development; budget preparation; program development, management and implementation; expenditure approval, report preparation; and review of bid specifications. A significant aspect of the job involves coordination with other state and regional multi-modal agencies, ensuring service consistency, i.e. accommodating heavy traffic conditions, traffic rerouting, roadway access to park-and-ride facilities, etc. Typical contacts include Delaware River and Bay Authority (DRBA), and Maryland/New Jersey Turnpike Authority. Within Del DOT, coordination of activities is constant between other maintenance districts, traffic engineering, traffic management center, and Delaware Transit Corporation.  A class incumbent responds to elected official/general public inquiry.

  • Manages expressways maintenance operations.
     
  • Plans, directs, and reviews the work of subordinate supervisors.  Directs and oversees the work of consultants and contractors involved in equipment, facility, and roadway maintenance, routine and construction.
     
  • Plans, develops, and oversees the implementation of expressway programs including those related to pavement management, highway preventative maintenance, bridge maintenance, traffic congestion/incident management, drainage, and related activities.
     
  • Reviews and approves expenditures prepares annual budget.  Submits requests/plans for capital improvement/facility projects.
     
  • Ensures compliance with state and federal laws, rules, regulations, and policies.
     
  • Develops and fosters positive community relations.

Job Requirements

JOB REQUIREMENTS for Manager of Expressway Maintenance
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in highway construction/maintenance operations.
  2. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  3. Three years experience in interpreting highway construction/maintenance laws, rules, regulations, standards, policies, and procedures.
  4. Knowledge of budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
