Summary Statement

This class is responsible for overseeing, coordinating, and participating in the operation and maintenance of multiple-unit mixed fuel fired stationary boilers and related auxiliary equipment to ensure a continuous supply of steam and/or hot water to secure facilities.

Nature and Scope

The class incumbent reports to a technical superior and is responsible for monitoring, coordinating, and participating in the overall operation and maintenance of multi-unit fuel fired stationary boilers and related auxiliary equipment to assure continuous supply of steam and/or hot water for the secure facility.  An incumbent plans, schedules, assigns and oversees the work of CO/Physical Plant Maintenance Mechanic(s) as well as skilled and unskilled inmate workers. Work also involves training lower level staff and providing technical guidance when needed. An incumbent makes rounds to inspect  and ensure proper operation of equipment. Incumbents continually monitor and coordinate operations to identify and diagnose systems problems.  An incumbent supervises inmate work crews to include maintaining security of all tools, supplies and equipment. Class incumbent makes periodic counts of inmates to assure their location and custody and are responsible for the enforcement of all rules, regulations and procedures affecting discipline, security and safety.  Incumbents also operate and maintain emergency electrical generators and may operate and repair various vehicles and equipment engines. Work includes overseeing and maintaining daily logs, readings, chemical tests and charts in accordance with normal practices. An incumbent is  also responsible for ordering fuels, materials and parts. Assures physical plant needs are known by management and supervisor, and confers with supervisors on contractual services.  Work involves regular exposure to hazardous conditions and occasionally requires physical effort in order to restrain and subdue inmates.

  • Oversees, coordinates, and participates in the operation and maintenance of  multi-unit mixed fuel fired boilers and related auxiliary equipment regulating temperatures and steam flow to maintain adequate operating pressure.
     
  • Inspects and checks heating systems to diagnose and repair system problems.
     
  • Plans, assigns, reviews and oversees the work of CO/Physical Plant Maintenance Mechanic(s) and inmate work crews; provides training and technical guidance in the performance of assigned duties.
     
  • Develops and documents operational procedures and policies to ensure proper operation of boilers and related equipment.
     
  • Performs energy and mass balance calculations to document efficiency of boiler operations and to provide indication of potential problems.
     
  • Maintains security and discipline of area by searching inmates for contraband, enforcing rules, regulations and operating procedures and making periodic counts to assure inmate location and custody.
     
  • Oversees the maintenance of  daily logs of various readings, tests results and corrective action taken.
     
  • Orders supplies, equipment and parts.
     
  • Oversees the preparation of boilers for annual state inspection.

  • Knowledge of Federal, State and Local rules, regulations, policies, procedures and guidelines applicable to plant operations.
  • Knowledge of correctional security procedures and techniques.
  • Knowledge of record keeping and standard report preparation.
  • Knowledge of preventive and corrective maintenance procedures.
  • Skill in the operation of multi-unit mixed fueled boilers and related auxiliary equipment.
  • Skill in the maintenance and repair of mixed fueled boilers and related auxiliary equipment.
  • Skill in determining the root cause of equipment malfunctions and in taking action necessary to correct problems.
  • Ability to enforce correctional institutional rules, regulations and disciplinary measures with firmness and impartiality.
  • Ability to schedule, assign and oversee the work of maintenance mechanic(s) and inmates in the performance of assigned duties.
  • Ability to follow oral and written instructions in manufacturer's specifications.
  • Ability to accurately monitor, test and record chemical, fuel and water additives to ensure boiler operates at maximum efficiency.
  • Ability to order and maintain parts, supplies and equipment.
  • Ability to act quickly and calmly in an emergency.

Job Requirements

JOB REQUIREMENTS for Correctional Officer/Stationary Fireman II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in operating and maintaining multi-unit boilers and related auxiliary equipment.
  2. Six months experience in record keeping.
  3. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
  4. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
