Description of Occupational Work

Employees in this class series directly provide community supervision and support to youth in compliance with the terms of court-imposed conditions of probation, aftercare, or pre-adjudication supervision. Work focuses on rehabilitative support, including interventions and treatment, that promote positive outcomes for youth and their families, minimize the risk of re-offense, and increase community safety. 

Supervision requires face-to-face visits with clients and their families, collateral contacts, assisting with completing court ordered conditions, documenting compliance, investigating/reporting possible violations, and attending court hearings to answer questions, make recommendations, and present progress reports. Employees regularly apply case management principles and practices, as well as use motivational interviewing and a trauma-informed approach when working with clients. Clients served in the context of this class series are youth receiving community, probation, and/or aftercare services.

Note: Advancement of employees through the career ladder is dependent on an agency’s/department's operational needs and distribution of work. The career ladder incorporates levels I, II, and III; therefore, all positions allocated into the Juvenile Probation and Aftercare Specialist career ladder are classified at the III level (the highest level in the career ladder). The I level is to provide entry for hiring new employees into the class series but does not preclude hiring new employees at higher levels. To implement the career ladder, current employees are assigned to the level for which they meet job requirements and promotional standards. Employees may be promoted through the career ladder in accordance with promotional standards for those levels assigned to an agency. The promotional standards, a selection document under separate cover, set forth the criteria that identify, measure, and verify successful performance at each level.

The Juvenile Probation and Aftercare Supervisor and Juvenile Probation and Aftercare Regional Manager, although not part of the career ladder, provide competitive opportunities for movement of employees.   

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, employees can complete job duties of a similar kind not specifically listed here.

  • Provides direct community supervision and support to youth, including face-to-face visits, and uses evidence-based approaches such as Motivational Interviewing to foster successful collaboration with clients. 

  • Interviews clients to obtain and verify personal, social, and delinquent/criminal histories and completes assessments of individuals to determine risk, needs, strengths, and frequency of client contact.

  • Determines appropriate methods of addressing client risks and needs based on the nature and complexity of circumstances, the client’s caretaker and support system, and available community resources.

  • Develops and implements case plans outlining court-imposed requirements and individual goals and objectives to be accomplished during the period of supervision, including the methods and techniques to be used.

  • Monitors clients' activities to ensure compliance with the conditions of probation and aftercare through regular contact including field visits, office appointments, Global Positioning System (GPS) monitoring, and telephone contact.

  • Investigates and reports possible probation and aftercare violations for further investigation and action by a probation and parole officer or law enforcement. 

  • Attends court hearings to answer questions, make recommendations, and present progress reports, including providing testimony.

  • Prepares and updates a variety of records and reports including recommendations for case disposition.

  • Provides referrals to applicable resources and monitors compliance with required activities and services.

  • Communicates regularly with clients and families, court officials, social service agencies, and community resource contacts, including schools and behavioral healthcare service providers, to coordinate and exchange information.

  • Cooperates with law enforcement regarding intelligence inquiries with a goal of maintaining safety for the youth and the community.

  • Uses automated information systems and computer software to research, review, evaluate, and report on case data.

  • Performs other related duties as required.

Levels of Work

The level of work for an employee in this class series progresses based on an employee’s independence, size, and scope of responsibilities, complexity of duties, decisions made, and required experience.

Juvenile Probation and Aftercare Specialist I 
This is entry level Juvenile Probation and Aftercare Specialist work, responsible for directly providing community supervision and support to youth in compliance with the terms of court-imposed conditions of probation, aftercare, or pre-adjudication supervision. Work includes regularly applying case management principles and practices, as well as using motivational interviewing and a trauma-informed approach, when working with clients and their families. Employees perform the full range of Essential Functions, completing routine and standardized assignments under close supervision.
  • Receives close supervision from a technical supervisor; the supervisor provides specific instructions on all assignments, and frequent and detailed review of progress, accuracy, and quality of work. Supervisory advice or assistance is readily available.
  • Provides community supervision to youth and participates in developing case plans, including selecting the methods and techniques to be used, for less complex cases.
  • Learns proper interviewing, case documentation, investigation, and report writing methods and techniques, and the purpose and use of a variety of legal documents and information systems.
  • Communicates effectively with clients and their families, law enforcement, court officials, social service agencies, and community resource contacts to provide information on client challenges and progress.
Juvenile Probation and Aftercare Specialist II
This is experienced level Juvenile Probation and Aftercare Specialist work, responsible for directly providing community supervision and support to youth in compliance with the terms of court-imposed conditions of probation, aftercare, or pre-adjudication supervision. Work includes regularly applying case management principles and practices, as well as using motivational interviewing and a trauma-informed approach, when working with clients and their families. In addition to work performed at the Juvenile Probation and Aftercare Specialist I level, employees independently perform the full range of Essential Functions under general supervision.
  • Receives general supervision from a technical supervisor; the supervisor provides general direction on all assignments, and regular review of progress, accuracy, and quality of work. Supervisory advice or assistance is provided as needed.
  • Independently provides community supervision to youth, develops case plans, and manages a varied caseload in alignment with court orders.
  • May lead paraprofessional, professional, or administrative support staff by assigning, monitoring, and reviewing work and providing on-the-job training, guidance, and direction.
  • Communicates effectively with clients and their families, law enforcement, court officials, social service agencies, and community resource contacts to resolve challenges in client progress and other issues.
Juvenile Probation and Aftercare Specialist III
This is advanced level Juvenile Probation and Aftercare Specialist work, responsible for directly providing community supervision and support to youth in compliance with the terms of court-imposed conditions of probation, aftercare, or pre-adjudication supervision. Work includes regularly applying advanced case management principles and practices, as well as using motivational interviewing and a trauma-informed approach, when working with clients and their families. In addition to work performed at the Juvenile Probation and Aftercare Specialist II level, employees directly supervise and work with the most at-risk youth, with minimal supervision.
  • Receives minimal supervision from a technical supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
  • Independently provides community supervision to youth, develops case plans, and manages a complex caseload for the most at-risk cases. 
  • Approves reports prepared by other staff and resolves complex or unusual challenges in client progress and other issues.
  • Completes or participates in special projects, task forces, and community initiatives.
  • Communicates effectively with clients and their families, staff, law enforcement, court officials, social service agencies, and community resource contacts to provide technical guidance and recommendations for the most at-risk cases.
Juvenile Probation and Aftercare Supervisor
This level supervises Juvenile Probation and Aftercare Specialists, responsible for directly providing community supervision and support to youth in compliance with the terms of court-imposed conditions of probation, aftercare, or pre-adjudication supervision. Work includes overseeing and reviewing the work of staff in regularly applying advanced case management principles and practices, as well as using motivational interviewing and a trauma-informed approach, when working with clients and their families. In addition to work performed at the Juvenile Probation and Aftercare Specialist III level, employees perform and supervise juvenile probation and aftercare work, resolve escalated issues, and ensure the proper training and development of staff.
  • Receives minimal supervision from an administrative or technical supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
  • Supervises unit staff and activities, provides technical guidance and recommendations in case management, approves reports, and resolves escalated challenges in client progress and other issues. Supervision is exercised over two or more merit full-time positions. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Evaluates case flow, priorities, and performance, and makes recommendations for improvements.
  • Provides input in the development, revision, and implementation of division goals, objectives, programs, policies, and procedures.
  • Coordinates program areas or special projects. Serves as chair of various committees or acts as liaison with community agencies.
  • Speaks before groups and provides information on agency programs.
  • Communicates effectively with clients and their families, staff, law enforcement, court officials, social service agencies, and community resource contacts to resolve escalated issues and ensure effective case completion.
Juvenile Probation and Aftercare Regional Manager 
This level manages juvenile probation and aftercare offices for an assigned region, including programs and staff that provide community supervision and support to youth in compliance with the terms of court-imposed conditions of probation, aftercare, or pre-adjudication supervision. Work is distinguished from previous levels by managing juvenile probation and aftercare work through supervisory staff that directly report to this class. 
  • Receives general direction and guidance from an administrative supervisor in terms of broad goals and objectives; the employee establishes the methods for achieving goals and objectives and manages daily operations.
  • Manages juvenile probation and aftercare offices in an assigned region/specific function by planning, supervising, evaluating, and overseeing daily operations and services and ensuring goals and objectives are met.
  • Supervises two or more merit full-time positions, one of which must be at the supervisory level. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Participates with other department management staff in the development and implementation of strategic initiatives, programs, services, policies, and procedures.
  • Prepares and interprets special and routine narrative, statistical, project, and investigative reports.
  • Plans, develops, manages, and reports on budgets, grants, and/or contracts.  
  • Communicates effectively with other divisions, a variety of agencies/organizations, officials, legislators, and contractual staff to ensure that all program and service needs and objectives are met and an effective continuity of services is provided.

In addition to the above Knowledge, Skills, and Abilities, the Juvenile Probation and Aftercare Specialist III requires:
  • Skill in providing community supervision to the most at-risk youth in alignment with court orders.

  • Ability to secure client cooperation and handle crisis situations.
  • Ability to provide on-the-job training, guidance, and direction to staff.

Job Requirements

JOB REQUIREMENTS for Juvenile Probation and Aftercare Regional Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:  

  1. Four years’ experience in supervising and supporting at-risk youth receiving rehabilitation services in a detention, residential, probation, or community-based setting in compliance with treatment plans and/or court orders.
OR 

Possession of a Bachelor's degree or higher or have an anticipated graduation date within 3 months, with coursework in Behavioral Science, Psychology, Sociology, Human Services, or related field.

2. Four years’ experience in case management such as assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individual's human service needs.
3. One year of experience in evaluating case flow, priorities, and performance, and making recommendations for improvements.
4. One year of experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
5. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).
