Summary Statement

The Security and Grounds Superintendent is responsible for managing the protection of state property and maintaining the security of a department’s assigned facilities and grounds across all three counties statewide. Primary work includes maintaining the safety and security of visitors, clients, residents, and facility staff by managing the protection of state property from trespass, fire, theft, and other hazards.

Nature and Scope

Employees in this class manage a comprehensive security and safety program to protect lives and property. A significant aspect of work involves communicating effectively with security staff, facility, and department leadership to resolve complex security problems and complaints, and to maintain security and enforce applicable policies and procedures. Work also includes overseeing the appropriate and quick response to emergency situations that may arise within the assigned facilities and grounds.

Employees receive minimal supervision from an administrative supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations. This class is distinguished from other security supervisor classes by the scope and complexity of work performed at the department level. Scope of work at this level includes managing multiple, statewide units of Security Officers through a Security Officer Supervisor and other assigned staff that directly report to this class. 

Essential Functions

  • Manages multiple, statewide security units through supervisory staff, which may include other security-related, paraprofessional, or administrative support staff; makes decisions on complex or unusual security challenges.
  • Supervises at least two or more merit full time positions in the Security Officer series, one of which must be at the supervisory level. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Attends facility staff meetings and participates in and conducts training or seminars on security methods, techniques, and equipment.
  • Reviews and participates in investigative reports, with the assistance of security staff, on violations of applicable policies, procedures, or regulations; advises superiors of the results, and makes recommendations on disciplinary measures to be taken against violators.
  • Ensures security work is compliant with all applicable policies and procedures and makes recommendations such as new or revised processes and procedures that facilitate effectiveness and quality.
  • Implements consistent operations, policies, and procedures across all units and locations.
  • Reviews and prepares logs and reports such as incident reports or shift activity logs.
  • Makes announced and unannounced inspections of security staff and facilities to ensure compliance with applicable policies and procedures.
  • Assists local law enforcement agencies in searching for and apprehending escapees. May be assisted by security staff in this regard.
  • Uses computer software and automated information systems to enter, update, modify, delete, retrieve, and report on data.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • Travels to different facilities and grounds statewide as needed.
  • Performs other related work as required.

  • Knowledge of department and facility laws, rules, regulations, standards, policies, procedures, and facility emergency plans relevant to safety and security work. 
  • Knowledge of the principles, practices, and techniques of maintaining safety, security, and orderliness, including those related to patrolling and investigation.
  • Skill in security management, including planning, organization, and supervision. 
  • Skill in anticipating and resolving complex safety and security challenges and risks and improving compliance.

Job Requirements

JOB REQUIREMENTS for Security and Grounds Superintendent
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years’ experience in security such as providing protective services to persons, facilities or grounds from trespassing, theft and other conditions. 
  2. One year of experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  3. One year of experience in narrative report writing.
  4. Six months’ experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  5. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
