Description of Occupational Work

Employees in this class are responsible for the security of assigned state facilities and grounds. Primary work includes maintaining the safety and security of visitors, clients, residents, and facility staff by monitoring and protecting state property from trespass, fire, theft, and other hazards.

Security Officers enforce policies and procedures relative to safety, security, and orderliness. Employees work from a central location such as a guard house or security office and regularly patrol assigned facilities and grounds to detect, report on, and respond to safety and security hazards and emergencies. Work includes coordinating communication and responding appropriately and quickly to emergency situations that may arise within assigned facilities and grounds. Employees may also assist with detaining or subduing trespassers, violators, or combative individuals until proper authorities arrive. Contacts include visitors, clients, residents, facility staff, state and local law enforcement, and emergency personnel to maintain security and enforce applicable policies and procedures.

Work is distinguished from the Capitol Security Officer and Forensic Security Officer classes by the absence of regularly subduing combative individuals in a secure psychiatric facility or training/certification in the use of defensive devices including chemical propellants, expandable batons, and tasers.  

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, employees can complete job duties of a similar kind not specifically listed.

  • Enforces safety, security, and orderliness in compliance with applicable policies and procedures.
  • Makes regular rounds of buildings, units, and the perimeter to ensure that all is in order and that security devices on doors, windows, or gates are operable and secure.
  • Observes individuals for suspicious or threatening behavior and de-escalates potentially sensitive situations. Anticipates the need for/requests higher level assistance.
  • Detects, reports on, and responds to trespass, fire, theft, unauthorized visitors, or other safety and security hazards and emergencies. May locate and confiscate contraband and notify appropriate authorities.
  • Assists in detaining trespassers, violators, and potential escapees until proper authorities arrive, and may assist in searching for missing residents.
  • Uses security equipment and technology such as magnetometers, x-ray machines, remote access controls, and portable radios, and monitors and controls surveillance equipment such as cameras or alarm systems. Reviews footage for violations, accidents, or other unusual situations.
  • Conducts routine drills such as fire or active shooter drills and inspects emergency equipment to ensure preparedness.
  • Provides general information and direction to employees, patrons, and visitors to state facilities.
  • Prepares logs and reports such as incident reports or shift activity logs.
  • Uses computer software and automated information systems to enter, update, modify, delete, retrieve, and report on data.
  • Completes patrol or other security duties by automobile or on foot; and may transport individuals within or outside of the assigned facilities and grounds.
  • May dispatch calls which includes receiving calls and obtaining and disseminating information internally or externally, as appropriate, based on the nature of the call.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • Performs other related duties as required.

Levels of Work

The level of work for an employee in this class series is based on an employee’s independence, size and scope of responsibilities, complexity of duties, decisions made, and required experience. 

Security Officer
This is the experienced level of security officer work, responsible for maintaining the safety and security of visitors, clients, residents, and facility staff by monitoring and protecting state property from trespass, fire, theft, and other hazards. Employees independently perform the full range of Essential Functions under general supervision. 
  • Receives general supervision from a technical or administrative supervisor; the supervisor provides general direction on all assignments, and regular review of progress, accuracy, and quality of work.  Supervisory advice or assistance is provided as needed.
  • Responds to emergencies and coordinates with local police and emergency services as needed. Consults with higher-level staff on high risk or violent situations.
  • Participates in training/seminars to remain current on security methods, techniques, and equipment.
  • Communicates effectively with visitors, clients, residents, facility staff, state and local law enforcement, and emergency personnel to maintain security, enforce applicable policies and procedures, and gather, relay, or provide information.

Security Officer Supervisor
This is the supervisory level of security officer work, responsible for maintaining the safety and security of visitors, clients, residents, and facility staff by monitoring and protecting state property from trespass, fire, theft, and other hazards. In addition to work performed at the Security Officer level, employees perform and supervise security work, resolve escalated issues, and ensure the proper training and performance of security staff.
  • Receives minimal supervision from a technical or administrative supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
  • Supervises two or more merit full time positions in this Security Officer series. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Attends facility staff meetings and participates in and conducts training or seminars on security methods, techniques, and equipment.
  • Investigates reports of violations of applicable facility policies, procedures, or regulations, advises superiors of the results, and makes recommendations on disciplinary measures to be taken against violators.
  • Reviews and ensures facility security procedures are effective and applicable to current organizational needs.
  • Makes announced and unannounced inspections of security staff and facilities to ensure compliance with applicable policies and procedures.
  • Communicates effectively with security staff, facility or department leadership, and information technology or other vendors, to resolve problems and complaints, and escalate complex security issues.

Knowledge, Skills and Abilities

  • Knowledge of department and facility laws, rules, regulations, standards, policies, procedures, and facility emergency plans relevant to safety and security work.
  • Knowledge of the principles, practices, and techniques of maintaining safety, security, and orderliness including traffic control (pedestrian and vehicular) procedures.
  • Knowledge of de-escalation methods and techniques.
  • Knowledge of computer software and automated information systems used to enter, update, modify, delete, retrieve, and report on data.
  • Skill in using a variety of security equipment and technology.
  • Skill in maintaining records and preparing reports.
  • Ability to understand, communicate with, and influence diverse groups of people in stressful situations.
  • Ability to recognize security threats such as unusual behavior and respond appropriately.
  • Ability to respond to emergencies by applying appropriate techniques.
  • Ability to establish and maintain effective working relationships with a variety of people.
In addition to the above knowledge, skills, and abilities, the Security Officer Supervisor requires: 
  • Knowledge of the principles and practices of supervision.
  • Skill in anticipating and resolving safety and security challenges and risks and improving compliance.
  • Skill in providing protection and security services to property and individuals in compliance with applicable policies and procedures.
  • Ability to plan and coordinate multiple work assignments and schedules.
  • Ability to de-escalate potentially explosive situations and respond to emergencies.

Job Requirements

JOB REQUIREMENTS for Security Officer Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 
  1. One year of experience in security such as providing protective services to persons, facilities, or grounds from trespassing, theft, and other conditions.
  2. One year of experience in applying laws, rules, regulations, standards, policies, and procedures.
  3. Six months’ experience in narrative report writing.
  4. Coursework, training and/or work experience in staff supervision, which may include performing as a lead worker overseeing the work of others.
  5. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).
