Summary Statement

This class is responsible for managing a regional section of a Division of Motor Vehicles (DMV) facility, including managing a staff of 70+ Motor Vehicle Associate I-III and Motor Vehicle Associate Supervisor employees directly or through subordinate supervisors.


Nature and Scope

This class reports to the Division Deputy Director and is given direction by the DMV Chiefs for operational needs.  Incumbents are responsible for administrative work planning, implementing, managing and evaluating general Motor Vehicle operations for driver and vehicle services. Motor Vehicle functional areas include frontline driver services, frontline vehicle services, dealer services, inspections, data management, facility and equipment maintenance, and the receipt of revenue. Incumbents respond to complaints and resolve problems from internal and external customers.  A significant aspect of the work is demonstrating the ability to diplomatically resolve sensitive issues regarding public safety, building maintenance, and personnel management. Incumbents make decisions and resolve complaints and problems ranging in difficulty from simplistic to the most difficult and complex. All work managed is completed in accordance with driver identity, and motor vehicle federal, state, and division laws, rules, regulations, policies, processes, and procedures.

Essential Functions

  • Monitors, evaluates, analyzes, plans and directs general Motor Vehicle operations to ensure accuracy and efficiency in all areas relating to licensing, titling, registration and inspections.
  • Participates in budget preparation by recommending personnel, equipment, maintenance, and supplies, etc.
  • Plans, assigns, reviews and evaluates the work of subordinates; interviews and recommends hiring; commends and disciplines subordinates.  May supervise staff directly or indirectly through subordinate supervisors.
  • Interprets and enforces laws, rules, regulations, and procedures to staff and public; makes decisions in situations pertaining to inspection, registration, titling and licensing that are not covered by the Motor Vehicle laws or regulations.
  • Resolves problems/complaints pertaining to all areas of Motor Vehicle operations.
  • Ensures all DMV systems are functioning and operational.
  • Manages building and facility projects for new and continuous projects.
  • Identifies situations outside of standard operating procedures and makes recommendations for exceptions in accordance with laws, rules, regulations, policies, processes, and procedures, while safeguarding customers.
  • Reviews and analyzes various source documents such as birth certificates, passports, court documents, bills of sale, wills, and power of attorney required in the issuance of driver, identity, and motor vehicle credentials; ensures validity, and authenticity.
  • Access various manuals, computerized and specialized systems simultaneously to review and analyze source documents to determine customer’s eligibility for services.
  • Recommend new ideas or changes to existing policies, procedures, operating practices, forms, and manuals.

  • Knowledge of the state and federal motor vehicle laws, rules, regulations, policies and procedures governing safety inspections, vehicle emissions, titles, registrations, driver licenses, and driver improvement.
  • Knowledge of the principles and practices of management and administration.
  • Knowledge of the organization, functions, programs, and responsibilities of Motor Vehicle operations.
  • Knowledge of the principles and practices of budget preparation.
  • Skill in supervising staff.
  • Skill in analyzing, developing, recommending and implementing DMV policies, procedures, rules and regulations.
  • Skill in advising attorneys, court and law enforcement personnel, lien and insurance companies, automobile dealers, other state agencies, and other jurisdictions on specific state and federal requirements related to a variety of motor vehicle programs. May testify in court as an expert witness.
  • Skill in oral and written communications and interpersonal relations.
  • Skill in organizing, directing and coordinating people and functions.
  • Skill in utilizing computer software and various automated information systems to input, track, research and retrieve data and to process transactions.  
  • Ability to analyze and evaluate policies, procedures and operations and implement changes.
  • Ability to analyze and evaluate laws, rules, regulations, programs, policies, procedures, and operations, identify problems/needs, and recommend changes. 
  • Ability to exercise objective judgment and draw sound conclusions based on evaluation of the facts of a situation.

Job Requirements

JOB REQUIREMENTS for Motor Vehicle General Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years' experience in overseeing motor vehicle operations such as vehicle inspections, titling, registration, driver licensing, or facility equipment maintenance.
  2. Three years' experience in interpreting motor vehicle laws, rules, regulations, standards, policies and procedures.
  3. Three years' experience in customer service such as providing prompt, accurate, and courteous service to customers seeking information, answering requests as quickly as possible, ensuring customers are satisfied with service, and responding to complaints.
  4. Three years' experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  5. Two years' experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  6. One year experience in recommending alternatives, improvements, courses of action and other changes based on findings.
  7. Possession of a valid Driver License (not suspended, revoked or cancelled, or disqualified from driving).
