Summary Statement

This class is responsible for planning, evaluating and managing a major support service function(s) at the state level or for a large department.

  • Supervises directly or through subordinate supervisors professional, administrative and support staff.
  • Administers annual budget in excess of 14 million dollars.
  • Administers contracts in excess of 15 million dollars.

Nature and Scope

An incumbent in the class reports to an administrative superior and is responsible for managing the operations of a major support service function(s) at the state level or for a large department.  Positions at the state level typically are responsible for managing State centralized programs such as fleet services or procurement.  A position in a large department is typically responsible for managing a major centralized support service function(s) such as contract administration that involves reviewing, monitoring and approving all contracts for the entire department.  A significant aspect of the work is the scope, variety and complexity of support services/contracts administered within the department.  Work also involves developing and implementing uniform policies and procedures to ensure all state and federal laws, rules and regulations are followed, ensuring cost effective and efficient services and operations to meet the state's or department's goals and objectives and administering the budget/contracts.

  • Provides effective management of a major support service function(s).
  • Plans, assigns, reviews and evaluates the work of subordinate personnel.
  • Develops, prepares, justifies, monitors and controls the budget and contracts, e.g., vehicles, equipment, maintenance, goods, materials, professional and non-professional services, projects, etc.
  • Develops and implements policies, procedures, processes, systems and programs.
  • Ensures compliance with department, federal and state laws, rules, regulations, policies and procedures governing area(s)of responsibility.
  • Interfaces with a variety of people and all levels of management to provide technical assistance, guidance and training, interpretation and explanation of laws, rules, regulations, policies, procedures and processes, resolution of problems, ensure compliance, etc.
  • Represents the department/state on various policy level committees, groups and task forces, etc.

  • Skill in evaluating and analyzing laws, rules, regulations, policies, procedures and operations and recommending and implementing changes.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with a variety of people.

Job Requirements

JOB REQUIREMENTS for Manager, Support Services 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in managing support services such as mail operations, fleet management, commissary, laundry operations, food service operations, plant maintenance operations, graphics and printing, or materials management.
  2. Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  3. Six months experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  4. Six months experience in developing policies or procedures.
  5. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
