Summary Statement

This class is responsible for providing a variety of services such as supervising the Mail Room, Commissary and Business Office at the Delaware Correctional Center.

Nature and Scope

The incumbent in this class reports to the Support Services Manager, DCC. Duties include supervising the Business Office, Commissary and Mail Room, conducting investigations, escorting news media and officials on tours of the prison, acting as Documentation Officer and Hazardous Materials Officer and conducting special studies requested by superiors. Principal contacts are with the Warden and Deputy Warden, all ranks of Correctional Officers, inmates, vendors, the Post Master and the news media.

Essential Functions

  • Supervises the DCC Business Office, responsible for maintaining records and journals, reconciling all DCC internal accounts, ledgers, bank statements including accounting for inmate funds totaling approximately $3,000,000 and for Gate Monies ($50 given to released inmates) and inventory of administration's equipment/furniture.
  • Supervises the DCC Mail Room, providing mail service for about 1,600 inmates and 430 DCC Staff, ensuring that incoming mail and packages do not contain contraband materials.
  • Supervises the DCC Commissary, performing all retailing functions of buying, setting prices and inventory control, with monthly sales of approximately $80,000, inventorying 330 products and ensuring that the products would not jeopardize personal safety or the security of the prison.
  • Conducts investigations of missing or stolen property and commissary break-ins.
  • Conducts investigations on grievances of inmates and DCC staff and provides a report of findings, documentation and recommendations to Warden.
  • Escorts officials and news media on a tour of the prison.
  • Writes special reports such as the value of proposed new inmate projects, or new inmate organizations, the review of inmate wages and manpower needs.
  • Acts as Documentation Officer for DCC, processing documentation for records retention, storage and disposal.
  • Acts as Hazardous Materials Officer, preparing reports on the type, quantity and location of hazardous substances within DCC.
  • Performs as a member of the DCC Selection Committee, interviewing employment applicants.

Job Requirements

JOB REQUIREMENTS for Support Services Officer DCC
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in accounting using Generally Accepted Accounting Principles (GAAP).
  2. Six months experience in managing support services such as mail operations, fleet management, commissary, laundry operations, food service operations, plant maintenance operations, graphics and printing, or materials management.
  3. Six months experience in narrative report writing.
  4. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
