Summary Statement

An incumbent in this class is responsible for coordinating and supervising the acquisition, warehousing and reallocation of surplus property and reallocation and disposition of State owned property.

  • Responsible for an annual operating budget of $200,000 to $300,000.
  • Responsible for State and Federal property valued at approximately $1 to $3 million.
  • Supervises 1 Surplus Property Technician, 1 Surplus Property Specialist, 1 Mini-Micro Processing Specialist.

Nature and Scope

The class incumbent reports to the Director, Division of Purchasing. The primary function of this class is controlled by Federal/State rules and regulations governing the distribution of surplus property. In addition, Title 29, of the Delaware Code mandates specific procedures for the disposition of State owned surplus property. The incumbent is responsible for determining eligibility for institutions, government bodies and other non-profit organizations applying for membership to the program. The incumbent is also responsible for inventory control, recordkeeping, and financial reporting of all transactions in both State and Federal programs. A significant aspect of the work involves the coordination of the screening of federal property at more than eleven federal facilities to ensure availability of property to participating members, as well as the reallocation and disposition of State-owned excess property. Compliance reviews ensure the proper use of property in accordance with Federal guidelines.

  • Coordinates and oversees the screening, acquisition, storage, reallocation and distribution of Federal and State surplus property to all State agencies and other eligible organizations.
  • Develops and recommends policies and procedures for the disposition of State owned property by reallocation or public auction.
  • Develops a marketing plan for the sale of Federal property to program participants meeting federal eligibility requirements.
  • Oversees on-site compliance reviews of participating organizations, schools and State agencies to ensure compliance with regulatory requirements for use of property, disposal of property and documentation of property.
  • Coordinates the conducting of public auctions in the disposition of all State owned property and ensures the revenues are deposited appropriately.
  • Prepares reports and documentation of program activities as it relates to the federal requirements of acquiring and proper sale and use of Federal property and the disposition and/or relocation of State owned property.

Job Requirements

JOB REQUIREMENTS for Surplus Property Program Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in managing the acquisition, warehousing and distribution of inventory.
  2. Six months experience in reallocating and disposition of surplus property.
  3. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  4. Knowledge of using standard computer software programs for word processing, spreadsheets or databases.
  5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
