Summary Statement

The class incumbent is responsible for managing department-wide activities of contracting for public works projects, materials and equipment, procuring professional services, the Disadvantaged Business Program and Contractor compliance with Civil Rights regulations.

Nature and Scope

The incumbent manages and directs a centralized support staff of professionals and technicians engaged in contracting for public works projects, materials, and equipment, procurement of professional services, management of the Civil Rights Office to include the DBE Program, Davis-Bacon Act, EEO and Minority Support Services Program, and other contractor supportive services programs. The incumbent is responsible for overseeing and ensuring Del DOT's compliance with state and federal laws and regulations governing contractual/procurement services; ensuring efficient procurement of contractual and professional services for the delivery of DelDOT programs; coordinating with other DOT division managers in the development of project advertising and bid-letting schedules, timeliness of bid document preparation, contract plans and specifications and federal coordination; liaison with legal counsel on specific contracting problems such as contractor default and past precedence; providing technical and administrative guidance in the preparation of contract wage rates, interpretation of procedures, policies and laws; designs special processes for the procurement of commodities or services not covered by current procedures. A significant aspect of the work involves interaction with DelDOT engineers and managers, Federal Highway Administration, Department of Labor and legal counsel concerning controversial DBE certification decisions and appeals, disagreements between section staff and other Departmental managers, FHWA, contractors, consultants, vendors and DBES.

  • Manages the Contract Management Section responsible for administering Del DOT's programs for Civil Rights, DBE, public works contracts and professional services.
     
  • Participates in developing and setting Department schedules for public works projects and procurement of professional services.
     
  • Coordinates with legal counsel, Federal Highway Administration, Department engineers and other departmental staff in implementing solutions to controversial issues or issues of significant impact on schedules of public works projects; provides technical and administrative guidance.
     
  • Ensures departmental compliance with department, federal and state policies, procedures, regulations and laws governing area of responsibility.
     
  • Develops and implements new/revised policies, procedures and processes.

Job Requirements

JOB REQUIREMENTS for DOT Contract Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

 

  1. Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  2. Six months experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  3. Six months experience in developing policies or procedures.
  4. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  5. Knowledge of procurement services which includes purchasing goods and services in accordance with procurement procedures and contract specifications.
