A class incumbent is responsible for coordinating and conducting programmatic, financial, management and compliance inspections and reviews within the Housing Development and Loan Management Section in the Delaware State Housing Authority.
Nature and Scope
A class incumbent works under the general supervision of a Management Analyst III and the Housing Development and Loan Management Administrator. An incumbent in this class assists in servicing loans through the Housing Development Fund and the Tax Credit Program by analyzing accounting statements for trends in cash flows and occupancy, performing management reviews and physical inspections of properties, reviewing loan documents and monitoring escrow accounts. An incumbent in this class participates in programmatic and financial reviews of projects and makes recommendations concerning applications and request for additional funding. Responsibilities also involve enforcement of the Delaware State Housing Code, Section 504 of the Rehabilitation Act and the Americans with Disabilities Act. Communication with HUD, federal, county and local governments, various state agencies, developers, management agents, tenants and project sponsors is significant in the performance of job duties. An incumbent is also responsible for providing technical assistance to prospective housing sponsors on federal/state housing assistance, construction and financing programs. Work includes evaluating and analyzing proposed and newly enacted laws/regulations to determine the impact on current programs/operations and recommending changes. Significant aspects of the work involves participation in monitoring, tracking and evaluating information pertinent to program compliance, corrective action and cost effectiveness.

Performs management reviews of Housing Development Fund and Tax Credit Program properties.
Reviews and evaluates financial management practices and procedures, leasing and occupancy practices, tenant/management relations and general management practices. Discusses with owner findings and recommendations for improving unit/properties. Prepares report to supervisor with findings/recommendations. Follows up to ensure appropriate actions have been taken.
Conducts servicing of loans on projects receiving Tax Credits and financed through the Housing Development Fund. Maintains a system to ensure any time-sensitive activities, reports or documents required under loan or program provisions are completed on schedule. Evaluates proposed management plans and management agreements. Provides technical assistance to management agents, developers and sponsors.
Schedules and performs annual and periodic inspections for various DSHA programs such as Housing Development Fund, Section 8 New Construction, Low Income Housing Tax Credit and Community Development Block Program. Checks for compliance with Housing Quality Standards (HQS), Delaware Housing Code Requirements, other applicable State and Federal rules and regulations and overall maintenance and housekeeping standards. Discusses findings with accountable person(s) stating violations and necessary corrections. Prepares inspection reports to supervisor with findings and recommendations. Follows up to ensure appropriate actions have been taken.
Conducts research by gathering and analyzing programmatic, financial and other project data to determine the financial soundness of Housing Development Fund properties and mortgagor's financial condition. Prepares report to supervisor with findings and recommendations.
Prepares a variety of routine and special reports for review and consideration by superiors. Assists with the development of written proposals and procedural manuals.
Enforces the Delaware State Housing Code. Investigates violations. Provides technical assistance to landlords, tenants and owner-occupants on methods and means of correcting violations. Follows up to ensure compliance. Takes necessary enforcement action, up to and including prosecution through appropriate court of jurisdiction. Recommends amendments to The Delaware State Housing Code.
Maintains computer records of housing inspections, violations, areas of substandard housing and other pertinent data.

JOB REQUIREMENTS for Housing Property and Loan Management Officer
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Six months experience in compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
Six months experience in property management which includes managing properties, liaison with residents/tenants, collection of rent, and property maintenance.
Six months experience in interpreting housing laws, rules and regulations.
Six months experience in narrative report writing.
