Summary Statement

This class is responsible for providing technical functions in support of data administration.

Nature and Scope

This class is responsible for data administration support functions for new/modified applications. Positions are supervised by a technical superior and are assigned to an agency's Information Technology section. Technical work done in support of data administration includes analyzing, organizing and managing data by reviewing data models and designs to identify redundancy and to ensure consistent definitions and relationships to facilitate data availability. Principal contacts are with customers and application support staff to determine information needs, ensure data integrity and to facilitate sharing of data in accordance with established data administration and management guidelines. 

Positions assigned to this class perform the principal accountabilities in a database environment employing the most complex database software; for example, Oracle, Sybase, MS SQL Server, DB2, IMS, Informix, and ADABAS; and, operate in mainframe or client/server environments using multiple platforms and operating systems.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Participates in the development of data definition and structure differences. Classifies data to facilitate sharing and to insure integrity. Creates and maintains the data dictionary including data definitions, specifications and metadata. Maintains data standards and naming conventions.
     
  • Develops data models and designs as established through data administration and management guidelines. Populates data models and designs in the data dictionary system.
     
  • Performs all phases of database development including system definition, implementation and, maintenance as required to manage data models.
     
  • Keeps current on new developments and techniques for data modeling/design and managing/sharing data resources and makes recommendations for improving the management, administration and sharing of data.
     
  • Trains agency staff and provides technical guidance on constructing database queries and generating reports.

  • Knowledge of the concepts, methods and data management capabilities within data base management and data dictionary software systems.
  • Knowledge of data resource management.
  • Knowledge of the concepts, methods and techniques of systems analysis, data planning, data modeling and design.
  • Knowledge of the concepts, methods and techniques of information system development life cycle methodologies including the integration of application systems in a shared data environment.
  • Ability to organize, analyze, model and classify data requirements and arbitrate differences during data definition process.
  • Ability to perform system analysis and implementation tasks using data base management and data dictionary software systems.
  • Ability to communicate effectively both orally and in writing.

Job Requirements

JOB REQUIREMENTS for Data Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in applying database query languages such as using MS SQL Server, Sybase, DB2, Informix, Oracle, ADABAS, PL/SQL and other Oracle Based Tools.
  2. Six months experience in database management systems which includes database design, testing, and implementation.
  3. Knowledge of data modeling, data design, and data dictionary.
