Summary Statement

This class is responsible for managing the development and enhancement of information systems and associated Information Technology (IT) operations of an agency.

  • Supervises staff performing work in the area(s) of application support, data dictionary, computer networks and operations, user training and administrative and clerical support.
  • Administers several contracts for the maintenance and delivery of services.

Nature and Scope

Supervision is provided by an administrative supervisor. This class is responsible for managing staff engaged in developmental efforts for information systems needs and telecommunication requirements, operating computers and networks, conducting user training and establishing and maintaining database dictionaries. An employee plans, directs and coordinates an agency's Information Technology (IT) operations. Principal contacts are with users, the Department of Technology and Information (DTI), contractors and vendors, and subordinate staff to ensure timely and cost-effective information systems and operations are developed and implemented.

Essential Functions

  • Analyzes agency information systems and data management practices and assesses information systems and telecommunication needs; prioritizes and schedules application development projects.
  • Ensures compatibility of agency information systems resources to create a coordinated Department-wide system and to permit the sharing of information.
  • Supervises two or more merit full time positions.  The elements of supervision include performing the following on a regular and continuing basis:  planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Evaluates, recommends purchases and oversees the installations of hardware and software for local area networks and assists in identifying software requirements or enhancements.
  • Develops and administers policies and guidelines for the development, enhancement and use of information systems.
  • Organizes work groups to study and make recommendations that address various areas such as equipment purchases, database administration, etc.
  • Creates short and long-range plans for the development and enhancement of information systems and data processing operations to include hardware and software purchases, staff and user training, and administration.
  • Coordinates and manages projects for the development and implementation of computer applications and operations.
  • Plans, directs, coordinates, and oversees computer support functions.
  • Participates in the development of agency strategic plans.

  • Knowledge of information systems theory, components, configuration, capabilities and operations.
  • Knowledge of effective management and planning principles.
  • Knowledge of the maintenance of computer operating systems, security, and methods of storing and maintaining data.
  • Knowledge of the concepts, methods, and techniques of computer information system project management, including project scheduling, staffing, coordination, control, monitoring, evaluating and status reporting.
  • Knowledge of state contractual policies and procedures.
  • Knowledge of concepts, methods and techniques of systems analysis including information needs analysis, requirement analysis and design alternative analysis.
  • Knowledge of Data Base Management concepts and System Development Life Cycle methodology concepts.
  • Knowledge of telecommunications and networking.
  • Skill in staff supervision, as described in the Essential Functions.
  • Ability to maintain effective working relationships.
  • Ability to analyze advances in the data processing field and to keep abreast of the rapidly changing technology.

Job Requirements

JOB REQUIREMENTS for Manager of Computer & Application Support
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of IT projects.
  2. Six months experience in designing, developing and maintaining information systems.
  3. Six months experience in administering computer data networks which includes troubleshooting, diagnosing and resolving hardware and software problems.
  4. Coursework, training and/or work experience in staff supervision, which may include performing as a lead worker overseeing the work of others.
