Summary Statement

An incumbent in this class is responsible for departmental information systems planning and for the development of data processing standards, policies and procedures.

Nature and Scope

Supervision is provided by an administrative superior. Duties include determining the hardware, software and training needs of a Department, developing standards, policies and procedures, assisting in the establishment of data processing goals and objectives, analyzing program needs, recommending approval or disapproval of and divisional requests for hardware and software, ensuring data security, providing training and monitoring of data files to avoid duplications.

Essential Functions

  • Plans for the development of data processing capabilities and writes the Department's Annual Computer System Implementation Plan which defines needs and proposes solutions to problems with estimated costs.
  • Develops and recommends data processing standards, policies and procedures.
  • Establishes, in conjunction with program administrators and directors, goals and objectives for data processing.
  • Evaluates requests, prioritizes items and recommends departmental budget.
  • Recommends approval or disapproval of requests for purchase or lease of hardware and software.
  • Supervises a small number of personnel and/or oversees the work of contractors.
  • Manages data stored on servers, eliminating duplication and permitting authorized access.
  • Represents the Department at Information Resource Managers statewide meetings and at Department of Technology and Information (DTI) meetings for data security.
  • Monitors divisional data processing costs to ensure budgetary compliance.
  • Develops in-house training programs and selects vendors for software training.
  • Evaluates new hardware and software.

Job Requirements

JOB REQUIREMENTS for Data Processing Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in administering computer data networks which includes troubleshooting, diagnosing and resolving hardware and software problems.
  2. Six months experience in database management concepts and systems development lifecycle methodology.
  3. Six months experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  4. Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
